I am making this request for the purpose of research. I made a similar request last year for the financial year 15/16, this request is looking for a refresh in the data for the financial year 16/17. Please provide the information requested in excel format.

1) Please provide a breakdown of each Clinical Commissioning Groups (CCG) total allocated continuing healthcare (CHC) budget and actual spend in the last financial year (2016/17).

2) Please provide a breakdown of each CCGs total allocated funded nursing care (FNC) budget and actual spend in the last financial year (2016/17)

3) Please provide a breakdown of each CCGs total expenditure on agency (non-contract) staff in 2016/17

NHS England holds information in relation to your request.

 

Clinical Commissioning Groups (CCGs) are not allocated budgets for
Continuing Health Care (CHC) or Funded Nursing Care (FNC) or any other
specific commissioned service. They receive total allocations for the
year, and they are then able to set internal budgets for each commissioned
service for management purposes only.

 

Please find attached a breakdown of expenditure by each CCG for the
categories requested. 

 

Please note, however, that the following caveats apply:

 

·         The expenditure is an aggregated position of the CCG teams, all
of which have coded and validated their transactions independently. This
potentially impacts the consistency of coding. Groups of CCGs may also
manage these services under hosted arrangements which may impact on how
the balances appear in their ledgers.  

·         The data reconciles in total to NHS England’s pre consol
adjusted accounts, pre consolidated Department of Health Arm’s Length Body
(ALB) return, and Agreement of Balances submission.

 

·         Individual teams may have interpreted coding guidance and
accounts instructions differently.

 

·         What we have been able to check from 2014/15 onwards is that
code combinations are correct, e.g. if the expenditure is classified as
“purchase of healthcare with an FT” the expenditure will have also been
coded to a valid Foundation Trust analysis 2 code

 

·         The expenditure is an aggregated position of the CCG teams, all
of which have coded and validated their transactions independently. This
potentially impacts the consistency of coding.
