Dear Mr Taylor,

Re:      Freedom of Information request (Our Ref: FOI-018180)

Thank you for your Freedom of Information (FOI) request dated 10 October
2016.

Your exact request was:-

1) “Please provide a breakdown of each Clinical Commissioning Groups (CCG)
total allocated continuing healthcare (CHC) budget and actual spend in the
last financial year (2015/16).

2) Please provide a breakdown of each CCGs total allocated funded nursing
care (FNC) budget and actual spend in the last financial year (2015/16)

3) Please provide a breakdown of each CCGs total expenditure on agency
(non-contract) staff in 2015/16”

NHS England holds some information related to your request.

This information has been extracted from the CCG ledgers which NHS England
holds. The information in these ledgers is provided to us by CCGs and has
been coded by the CCGs. It is important to consider the following caveats
to the information that NHS England holds:

-   The data reconciles in total to NHS England’s pre consol adjusted
accounts, pre consolidated ALB return and Agreement of Balances
submission.

-    We are unable to check the complete robustness of the coding.
Individual teams may have interpreted coding guidance and accounts
instructions differently.

-   What we have been able to check in 2014/15 and 2015/16 is that code
combinations are correct eg if the expenditure is classified as “purchase
of healthcare with an FT” the expenditure will have also been coded to a
valid FT analysis 2 code

-   The expenditure is an aggregated position of the CCG teams, all of
which have coded and validated their transactions independently. This
potentially impacts the consistency of coding.

1)    With regard to your first question, please find attached the file
which details Continuing Healthcare (CHC) expenditure against each
Clinical Commissioning Group (CCG) for 2015/16.

NHS England does not hold audited budgets for CCGs in terms of their
budgets for CHC as these are internal to CCGs. This information would be
held by individual CCGs. As such, you may wish to redirect your enquiry to
individual CCGs. You can find CCG contact information on the NHS Choices
website at the following web link:

·         [1]http://www.nhs.uk/ServiceDirectories/Pag...

2)    Please see attached the document which contains the breakdown of FNC
by CCG.

Please note, a number of CCGs have zero expenditure – this is mainly due
to:

a)    CHC/FNC hosting and risk sharing arrangements with other CCGs

or

b)    The CCG commissioning their respective Local Authority to deliver
CHC/FNC on behalf of the CCG and are thus coding CHC and FNC together
under different cost codes

3)    Please see attached a breakdown of CCG agency costs which have been
extracted from each individual CCG ledger.

I hope this information is helpful. However, if you are dissatisfied, you
have the right to ask for an internal review by writing to us, within two
months of the date of this letter, to:
