Subject: Chatsworth Active Enclosure
We write with regard to your recent enquiry for information held by the Council under
the provisions of the Freedom of Information Act 2000.
Request
I am writing for details of some information you may hold about Chatsworth Active
Game Enclosure in E15. I believe this playground was built by Newham and was
initially maintained by Newham, but at some point this passed to Swan Housing.
I would like to know:
1) Was this playground in fact built by Newham? When was it built, and who
maintained it initially when built?
2) Who is currently responsible for the maintenance of this playground?
3) If maintenance/ownership passed to Swan Housing, when did this happen and is
there any correspondence about why this happened? What conditions were placed
on this transfer of maintenance or ownership?
-For example, did Swan Housing agree to maintain the playground in a specific
manner?
4) Is there any guidance on repainting, planting, etc in these conditions?
5) I would also appreciate other information you may hold about this playground that
you might find in the process of answering my questions.
Response
1) This playground was built by Newham. The date of the build is unknown. The
playground was initially maintained by the London Borough of Newham.
2) Swan Housing Association
3) The management and maintenance of the playground was passed on to Swan
Housing on the 27th January 2009 under the PFI Project Agreement which is in place
for 20 years. Swan agreed to ensure' Play areas and play equipment to be safe, well
maintained and fit for purpose'.
It is understood that Swan Housing ensure that the play area at Cruikshank is
checked and litter picked every day. In addition, the hedges and weeds are cut back
as and when required (there are no grassed areas there). There are also Housing
officers who carry out bi-monthly inspections.
4) There is nothing specific in the agreement on guidance for repainting and planting
for play areas, however Swan Housing Association often look for improvements
across the Forest Gate PFI stock, in consultation with the local residents. If you have
any suggestions you can raise this at the Resident Panel meeting.
5) Please see attached repair log sheet. Please note, any junior names and
individual details have been redacted in line with Section 40(2) of the FOI Act.
