Charging for past questions of publicly funded tests - cost benefit analysis

From a previous FIO request:
'QCDA Enterprises, the trading arm of QCDA, makes the entire legacy bank of copyright-cleared past questions available for commercial re-use in the UK schools market to any individual, on a standard charge basis calculated at £0.039 to allow access to the bank of questions in one subject at one key stage to one pupil for one year.'
I would like to see the cost benefit analysis for this policy if one was done and other major documents involved in the making this policy decision.
