Charging for credit card use

Paul Chapman made this Freedom of Information request to Driver and Vehicle Licensing Agency

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Response to this request is long overdue. By law, under all circumstances, Driver and Vehicle Licensing Agency should have responded by now (details). You can complain by requesting an internal review.

Dear Driver and Vehicle Licensing Agency,

Can you please explain why you charge a credit card handling fee when it is illegal to do so?

Yours faithfully,

Paul Chapman

FOI FOI, Driver and Vehicle Licensing Agency

Dear Mr Chapman

Please find below a response to your question.

Since 13th January 2018 the DVLA has stopped charging for using a consumer credit card when purchasing vehicle tax. However, customers paying by a commercial credit card will continue to be charged a £2.50 processing fee as set in legislation (SI 2017 No.1239). There is no charge for the use of any debit cards.

This change is in line with requirements of the EU Second Payment Services Directive (PSD2) and HM Treasury guidance as detailed in para 6.14 in the link below:

https://www.gov.uk/government/uploads/sy...

The DVLA does not charge a credit card levy on any other services we provide. Please note third parties acting on behalf of DVLA may apply card charges.

Dear FOI FOI,

Strange that you offer absolutely no help to any fleet operator to get a hundred vehicles a year taxed yet feel happy charging a £2.50 premium for using a card that is the same as any other.

Here's a follow-on FOI for you - how much per year does DVLA make as a result of charging for this card use?

Yours sincerely,

Paul Chapman

Dear Driver and Vehicle Licensing Agency,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Driver and Vehicle Licensing Agency's handling of my FOI request 'Charging for credit card use'.

As a processor of card transactions like myself, you have to keep records. Saying you can't work that out is quite frankly insulting. It's very simple. You claim to only charge fees on corporate credit cards, and those fees must be accounted for under a separate heading, as "charges for using credit cards". So you look at the total and you answer my query!

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/c...

Yours faithfully,

Paul Chapman
