Please provide us with:

1) The number of charges authorised by "L.D Macfarlane" and/or "C.E Macfarlane" of CTO between 2015-2020;

2) The number of charges authorised by any other person for or on behalf of West Yorkshire Police between 2015-2020;

3) How many of those charges in 1) and 2) were complained about as malicious prosecutions;

4) How many of the complaints in part 3) were upheld or subject to successful legal charges against the person responsible for the malicious prosecutions.

Dear Nicole,

We wish to point out that the response to the FOI request is already 7 days overdue, and the information requested should have been provided on the 12th of January 2021.

Stating that you are effectively treating this as a new request is unlawful, as is your claim that the information will be provided within 20 days.

Please pass this on to the person who deals with your internal reviews for FOIs as it is unacceptable that you should further delay disclosure, and shows that this request has not been handled correctly, which may required retraining for you and your colleagues as this isn't the first time you have got things drastically wrong when handling our FOI requests.

Dear Ms Fawcett,

Thank you for your response.

It is our opinion that you have misunderstood our complaint. We complained about the lack of a prompt response to the initial request, and also the fact that you could have, and should have, disclosed the information that could have been disclosed in the relevant timeframe.

For some reason, West Yorkshire Police's Disclosure Unit repeatedly frustrate our legitimate FOI requests, and it is no wonder that WYP are in the top 3 worst employers in terms of responding to FOIs and SARs with such an attitude.

We will progress this complaint to the ICO, along with other complaints about how WYP have failed to fulfil their obligations in disclosing information because it is clear that the ICO's previous action has failed to make any difference to how promptly you make disclosures.

Dear West Yorkshire Police,

Please pass this on to the person who conducts Freedom of Information reviews.

We write to request an internal review of West Yorkshire Police's handling of our FOI request 'Charges Authorised By L.D Macfarlane or C.E Macfarlane'.

We are confused over the response given in part 1) of our request, namely that Ms Burton has claimed that there have been no charges authorised by the person or persons named. We are in possession of evidence which clearly states that the charges issued by West Yorkshire Police have been authorised by "L.D Macfarlane", and these range from charges relating to allegations of speeding to public order allegations and more serious allegations.

We therefore believe that Ms Burton is mistaken and we request a review of the information provided, along with an explanation of how it is possible for "L.D Macfarlane" to be named as the person who has authorised charges on official West Yorkshire Police correspondence, yet is recorded as issuing no charges when we have asked.
