Chapeltown Road Street lighting renewals & CMS details

Bolton Council in conjunction with its contractor Jones Lighting in October 2013 started work to replace 31 street-lighting columns on Chapeltown Road. Bromley Cross. A previous Foi request shows that this work was due to be complete in December 2013 however engineering difficulties meant that some work remained outstanding into July 2014. Cursory examination showed this appeared to be some connections remained to be made and many old columns remained. If I recall correctly the close proximity of ENW services meant that removal of the old columns was delayed due to safety concerns in relation to excavations.

It is now January 2018.

Column 16 remains unlit and has never been lit since installation, this has been reported via the usual channels several time without repair. Several existing columns remain standing in situ, currently unlit however this may simply be due to lamps having expired.

Please disclose under FOI rules:-

1. What is the current status of this project on Bolton Councils Systems, (I.e complete, incomplete)
2. What is the current statues of column 16 Chapeltown Road on your system? i.e. is a fault recorded?
2a Where a fault is recorded what details are recorded?
3. Please provide the maintenance record for column 16 Chapeltown Road since Oct 2014.
4. Please provide details of fault reports for column 16 Chapeltown Road since October 2014.
5. Has the contractor/s responsible for installing/connecting/testing column 16 been paid for this work?
6. What is currently planned in relation to the completion of outstanding works, namely rectification of column 16 Chapeltown Road and removal of outstanding redundant columns?
7. What is the standard maintenance regime for Bolton Council Street-lighting installations (both LED and Discharge) i.e. how often are columns visited for inspections, what is inspected and how?
8. As the old columns were replaced having reached the end of their lifespan, and have yet remained in-situ for a further 4 years please provide details of inspections and risk assessments for this life extension along with maintenance records for the redundant columns since October 2013.
9. What work is currently planned to deal with the fault on column 16 Chapeltown Road and removal of the redundant columns and what timescales have been assigned?
10. The earlier referenced FOI request response states "Once scheme is completed a final
inspection is carried out by the Local Authority covering all aspects of
the scheme in question. " Please confirm that this inspection has taken place and provide a copy of the report, including details of who completed it (Job Title and employer -not personal details) and what exactly is inspected.

The following questions do not relate to Chapeltown Road and are in relation to borough wide streetlighting.

10. I understand that the majority of the SON discharge street-lighting in the borough is fitted with CMS dimming controls. I understand this system controls the on off times of the lights and allows the council to dim these lights. I further understand that this system has the capability to allow the council to monitor the functionality of the lights fitted and record faults for actioning.
10A. Please confirm that Bolton Council have obtained this aspect of functionality?
Where the answer to 10A above is YES,
10B Please confirm what faults this system detects, I,e, outages, dayburners etc
10C Please confirm how often the fault detection is run / how often reports are generated?
10D Please supply a current list of faults including, but not limited to Lamp number, street, fault type, date fault first recorded.

Please note Q10 relates only to CMS fitted SON lanterns (an example of the type of installation is lamp 26 Bury New Road) however if it is simpler to provide date for the LED fittings also, this is fine.

The purpose of this FOI request is to understand the systems and processes Bolton Council use in maintaining publicly funded assets and in doing so how the council obtains cost effective use of assets and VFM for the taxpayer.
