Our reply to your request is:  

Please find attached the requested correspondence in accordance with
your request. Please note that various names and contact details have
been redacted from the attached document on the basis that s.40(2) of
the Freedom of Information Act 2000 (FOIA) is engaged i.e. the
redacted information constitutes personal data and we are of the view
that the individuals whose details have been redacted would not
expect their names/contact details to be disclosed to the world at
large.
 
Furthermore, please note that there were a number of emails that
engaged either s.41(1) and/or s. s.42(1) of FOIA. Correspondence with
Channel 4 in relation to the Creative Hub is subject to a
non-disclosure agreement and, whilst Bristol has been chosen as a
destination for one of the Creative Hubs, the process remains ongoing
and therefore this correspondence remains protected by the agreement.
Internal communications are also covered by the agreement to the
extent that they relate to the project and are confidential in
nature. Disclosure of this information would give rise to an
actionable breach of confidence and therefore s.41(1) is engaged.
 
Additionally communications between the internal client departments
at the Council and the legal team are protected by legal professional
privilege. This is a qualified exemption and is therefore subject to
the public interest test. Whilst there is an inherent interest in
transparency in relation to the actions of public authorities, this
is overridden by the public interest in upholding the principle that
communications between a lawyer and their client should be privileged
and therefore exempt from disclosure.
