Dear Mr Moran,

 

Thank you for your request for information made under the Freedom of
Information Act 2000 (“the Act”), which we received on 6th October 2019.

 

By way of background, please note that Channel 4 is a television
publisher/broadcaster. This means that we do not make our own programmes,
but commission these from hundreds of independent production companies
each year. For example; Channel 4 News is made by an independent
production company called ITN.

 

Further, please note that we consider information about Channel 4’s
creative output to be covered by the journalistic “derogation” (set out in
Schedule I, Part VI of the Act), which means we are not required to
disclose such information to the general public.

 

In regard to your request specifically, we have endeavoured to deal with
each of your queries in turn below:

 

1.            “Does Channel Four Television Corporation have a policy of
being impartial on whether the political ideology of multiculturalism is
good or bad for the British people?”

The Act applies to recorded information held by public authorities, it
does not require public authorities to set out their views or opinions on
any matter. Accordingly, given Channel 4 does not hold any policies
specifically relating to “the political ideology of multiculturalism”,
question one of your request seeks an opinion and therefore, falls outside
the scope of the Act.

2.            “Can you list every Channel Four Television Corporation
political journalist who supports the political ideology of
multiculturalism, and a list of every Channel Four Television Corporation
political journalist who opposes multiculturalism?”

As mentioned above, the opinions of Channel 4 employees and/or talent are
outside the scope of the Act. In any event, it is highly unlikely that
such information would be held by Channel 4, given that this is not
information that is routinely collected.

3.            “What definition does the Channel Four Television
Corporation use for the political ideology of multiculturalism?”

Channel 4 has not adopted a definition of “political ideology of
multiculturalism,” accordingly, no information is held in regard to this
part of your request.

4.            “Where does the Channel Four Television Corporation get its
definition for the political ideology of multiculturalism?”

As above, no information is held.

5.            “Has the Channel Four Television Corporation ever reported
that the UK Government officially abandoned the political ideology of
multiculturalism in 2011?”

Information about Channel 4’s creative output is outside the scope of the
Act pursuant to the journalistic “designation”, as explained above.

6.            “Can you list every time that the Channel Four Television
Corporation reported that the UK Government officially abandoned the
political ideology of multiculturalism in 2011?”

Channel 4 does not maintain a list by topic of every event or issue
covered in our creative output and as public authorities are not required
to create information in response to requests made under the Act, this
information falls outside the scope of the Act.

7.            “What training do Channel Four Television Corporation
employees receive on the political ideology of multiculturalism?”

Channel 4 offer a wide-range of training opportunities for staff, however,
we do not offer any training specifically on “the political ideology of
multiculturalism”.

8.            “Does the Channel Four Television Corporation have a policy
of covering up Nick Griffin MEP's speech in the European Parliament (2011)
exposing the political ideology of multiculturalism as a form of
genocide?”

We can confirm that Channel 4 hold no policies relating specifically to
coverage of speeches made by former MEP Nick Griffin.

9.            “Can you list every time that the Channel Four Television
Corporation have reported Nick Griffin MEP's speech in the European
Parliament (2011) exposing the political ideology of multiculturalism as a
form of genocide?”

Information about Channel 4 programmes is outside the scope of the Act, as
explained above. Further, to the extent that any relevant information is
held, it is extremely unlikely that Channel 4 would hold such information
in aggregated form.

10.          “Who at the Channel Four Television Corporation decides how
often Nick Griffin MEP's speech in the European Parliament (2011) exposing
the political ideology of multiculturalism as a form of genocide is
shown?”

We can confirm that there is no individual at Channel 4 charged with the 
responsibility of deciding how regularly coverage is devoted to former MEP
Nick Griffin or any other former or current MEP’s speeches.

11.          “Is the Channel Four Television Corporation aware that
Doughty Street Barristers' Chambers have now publicly declared that the
political ideology of multiculturalism is a form of genocide?”

Given answering question 11 of your request would require Channel 4 to set
out what it “knows” or conversely what it “does not know”, and the Act
applies to information held in recorded form, your request falls outside
the scope of the Act.

12.          “Does the Channel Four Television Corporation have a policy
of covering up that Doughty Street Barristers' Chambers have now publicly
declared that the political ideology of multiculturalism is a form of
genocide?”

We can confirm that Channel 4 holds no policies that relate to Doughty
Street Chambers.

13.          “Can you list every time that the Channel Four Television
Corporation have reported that Doughty Street Barristers' Chambers have
now publicly declared that the political ideology of multiculturalism is a
form of genocide?”

As we previously explained, information about Channel 4’s creative output
is outside the scope of the Act pursuant to the journalistic
“designation”, and in any event, Channel 4 do not maintain a list by topic
of every issue or event covered in our output.  

14.          “Who at the Channel Four Television Corporation decides how
often it is reported that Doughty Street Barristers' Chambers have now
publicly declared that the political ideology of multiculturalism is a
form of genocide?”

As is the case with question 10, there is no individual at Channel 4
specifically responsible for deciding how much output should be devoted to
Doughty Street Chambers.

 

We would emphasise, for the sake of clarity, that Channel 4 has a public
service remit, which is agreed by parliament and enshrined in legislation.
For example, as a UK public service broadcaster, under paragraph 264(6)(b)
of the Communications Act 2003, Channel 4 is required to “ensure cultural
activity in the UK and its diversity are reflected, supported and
stimulated by representation (in our output).” Channel 4 is extremely
proud of its track record in reflecting diversity both on and off screen.

 

Channel 4 does not offer internal reviews for requests handled outside the
scope of the Act – for instance, we do not offer internal reviews in
relation to any aspects of your request that relate to Channel 4’s
creative output and/or that seek the views and opinions of Channel 4.
However, you can apply directly to the Information Commissioner for a
