Changes to day services for adults with a learning disability

Dear Kent County Council,

Under the Freedom of Information Act, I kindly request the following information in relation to day services for adults with a learning disability in your local authority:

1) How many adults aged 18-65 with a learning disability were known to social services in a) 2009/10, b) 2010/11 and c) 2011/12?

2) How many adults aged 18-65 with a learning disability attended day activities in a) 2009/10, b) 2010/11 and c) 2011/12:

i. 5 days a week or more
ii. 4 days a week
iii. 3 days a week
iv. 2 days a week
v. 1 day a week
vi. 0 days a week?

3) How many adults aged 18-65 with a learning disability attended the following type of day activities in a) 2009/10, b) 2010/11 and c) 2011/12:

i. day centres
ii. employment
iii. education
iv. voluntary work
v. other activities?

4) How many a) day centre places and b) equivalent day service places for adults aged 18-65 with a learning disability were funded by the local authority in the following financial years:

i. 2009/10
ii. 2010/11
iii. 2011/12;

and how many do you expect will be funded in iv. 2012/13?

5) How many adults aged 18-65 with a learning disability who attended day activities in a) 2009/10, b) 2010/11 and c) 2011/12 lived:

i. in the family home
ii. in their own home
iii. in supported accommodation
iv. in residential accommodation?

6) If there have been day service closures within the local authority, have any alternative services been put in place for those who attended the day centre; i.e. new learning disability-specific community activities or transport to/from suitable existing day activities?

7) If there have been day service closures within the local authority, were consultations held, and if so, what were the consultation periods? Please provide full details (excluding personal/confidential data) of all consultation responses and the resulting statement from the council.

8) Have charges for any of the following services increased since 1st April 2009:

i. day centre attendance
ii. transport to and from day activities
iii. any related activities;

and if so by how much?

Thank you for your request for information under the Freedom of Information Act (FOIA) 2000. Please accept my sincere apologies for the slight delay in responding to you; I appreciate that the Council has not complied with statutory timescales on this occasion.

I am pleased to be able to provide the enclosed response to your questions relating to the changes to day services for adults with learning disability.

1. How many adults 18-65 with learning disability were known to social services in a) 2009/10, b) 2009/10 & c) 2011/12?

The number of learning disability clients receiving services provided or commissioned by KCC during the period:

2009/10 - 3545

2010/11 - 3113

2011/12 - This information is not yet available as calculated as at 31st March 2012

2. How many adults aged 18-65 with a learning disability attended day activities in a) 2009/10, b) 2010/11 & c) 2011/12: See attached spreadsheet, please note the attached information has been taken from our client information system which does not include grant funded services.

3. How many adults aged 18-65 with learning disability attended the following type of day activities in a) 2009/10, b) 2010/11 & c) 2011/12:

We are unable to provide a response to this question, as our client information system does not record this level of information.

4. How many a) day centre places & b) equivalent day services places for adults aged 18-65 with a learning disability were funded by the local authority in the following financial years:

2009/10 - a) 6088 Day centre places b) 4888 Service user places

2010/11 - a) 6249 Day centre places b) 5049 Service user places

2011/12 - This information is not yet available as calculated as at 31st March 2012

How many do you expect will be funded in 2012/13? Unable to provide a forecast as one has not yet been agreed.

5. How many adults aged 18-65 with learning disability who attended day activities in a) 2009/10, b) 2010/11 & c) 2011/12: See attached spreadsheet, please note the attached information has been taken from our client information system which does not include grant funded services?

Day Centre attendance - No KCC charge

Transport to and from day activities - No KCC charge

Any related activities; see below. Meals (and meal and other snacks) by £0.30 (from 01/04/09, but £0.20 from 06/04/09)

KCC charges for meals at local authority day centres:

From 11/04/11 meal £3.50, meal and other snacks £4.50

From 12/04/10 meal £3.40, meal and other snacks £4.40

From 06/04/09 meal £3.30, meal and other snacks £4.30

From 07/04/08 meal £3.20, meal and other snacks £4.20 (so cost as at 01/04/09)
