Dear Cleveland Fire Brigade,

I would like to make a freedom of information request.

Does your service have a formal system that allows uniformed operational staff swap shifts. For example a firefighter who is due to work a Saturday can swap his work day with a firefighter who is rostered off?
if so, does your service record these swaps and keep a running tally of the swaps for the individuals?
What happens when one resigns or retires. Does your service have a way of dealing with any positive or negative balances for these swaps. For example the swap mentioned above what would happen if either of them then resigned or retired before the "pay back of the swap". Would the firefighter who got Saturday off have his final pay reduced because he never paid his day off back to the other firefighter? Or if the firefighter who worked the extra shift then retired or resigned. Would he receive a days pay for working the Saturday and the Firefighter that got the day off have to work a day to pay back the day off he got?

I write in response to your email of 9 November 2019 in which you submitted an information request to the Service. Your request has been dealt with in accordance with the Freedom of Information Act 2000 (FOIA) and our response is below.

1.Does your service have a formal system that allows uniformed operational staff swap shifts. For example a firefighter who is due to work a Saturday can swap his work day with a firefighter who is rostered off? If so, does your service record these swaps and keep a running tally of the swaps for the individuals?

Firefighters can swap shifts with other firefighters if both are in agreement and their line manager approves. To do this the firefighter who is off would use a “Mutual Cover” code in our rostering system to show they are unavailable as someone else is covering. A mandatory comment is required and this states who is covering and, if possible, the date the cover is being returned. The firefighter that is covering also must add a comment to the code which shows them on duty to state who they are covering for and when this is being repaid. All codes used in the rostering system can be counted. This is managed on station by the Watch Manager.

2.What happens when one resigns or retires? Does your service have a way of dealing with any positive or negative balances for these swaps? Rostering is managed locally by the station personnel. Shifts are not frequently swapped and when they are they are usually swapped within a short space of time. If someone did leave it would be the responsibility of the Watch Manager to take this into account and let Payroll department know if someone had taken off an extra day so their pay could be reduced.
