Dear Fire service,
I would like to make a freedom of information request.
Does your service have a formal system that allows uniformed operational staff swap shifts. For example a firefighter who is due to work a Saturday can swap his work day with a firefighter who is rostered off?
if so, does your service record these swaps and keep a running tally of the swaps for the individuals?
What happens when one resigns or retires. Does your service have a way of dealing with any positive or negative balances for these swaps. For example the swap mentioned above what would happen if either of them then resigned or retired before the "pay back of the swap". Would the firefighter who got Saturday off have his final pay reduced because he never paid his day off back to the other firefighter? Or if the firefighter who worked the extra shift then retired or resigned. Would he receive a days pay for working the Saturday and the Firefighter that got the day off have to work a day to pay back the day off he got?

request is to inform you whether or not the Service holds the information
you have requested.
I can confirm that Leicestershire Fire and Rescue Service does hold the
information.
In response to your request below I can confirm as follows:
Does your service have a formal system that allows uniformed operational

Leicestershire Fire and Rescue Service has a formal procedure to allow
personnel to swap duty days with another person who is on a rota day –
(Personal Covers)
if so, does your service record these swaps and keep a running tally of
the swaps for the individuals?
LFRS does not record the number of personal covers for individuals.
Records are kept as to who is on duty on any specified date and any
related memo’s in respect of personal covers should be kept. It is down to
the individual to keep a tally of how many personal covers they have
provided and how many they are owed back
What happens when one resigns or retires. Does your service have a way of

It is the individuals responsibility to ensure that any personal covers
which are owed are completed prior to somebody leaving the service.
Would the firefighter who got Saturday off have his final pay reduced
because he never paid his day off back to the other firefighter? Or if the
firefighter who worked the extra shift then retired or resigned. Would he
receive a days pay for working the Saturday and the Firefighter that got
the day off have to work a day to pay back the day off he got?
There is no remuneration paid by the service for any outstanding personal
covers and individuals should not pay colleagues for personal covers.

Thank you for your additional request for the policy relating to uniformed
operational staff swapping shifts.
I can confirm that Leicestershire Fire and Rescue Service does hold the
information and can confirm the Personal Cover Policy as follows:
PERSONAL COVER (STAND-INS)
· Written applications for personal cover are to be made to the
appropriate line manager indicating when the cover is to take place and,
that there is either parity in skill levels between the applicant and the
person providing the cover or that there will be sufficient skills on the
watch when the personal cover is in place. The applicant must sign this
request/statement. The memo should then contain a statement made by the
person providing the cover, confirming that they agree to provide the
cover during the period stated. The person providing the cover should sign
this statement.
· The appropriate line manager may or may not approve the request
after considering other relevant issues e.g.; the provision of necessary
skills, the effect on the availability of the Retained section should the
person offering to provide cover be conditioned to dual contract, or be a
member of a Retained section.
· AR1 records should contain a comment to the effect that the cover
has taken place and who provided the cover (name and number). The district
manager should keep a copy of the completed memo.
· In order to comply with taxation legislation, personnel will not
be permitted to pay colleagues for the provision of personal cover.
