Please provide me with information-list of all change of mooring status actions made or planned between July 2020 to April 2022 by Canal and River Trust South East regional office.

I can confirm this request was received on 16/07/2021 and I am dealing with it in accordance with the Freedom of Information Act 2000. Under the terms of the Act you are entitled to a response within 20 working days of receipt.
Can you please explain what you mean by 'all change of mooring status actions' If you could provide a further description on what you mean by mooring status actions this will allow us to respond to your request accurately.
Does your request cover the following areas;
1. Temporary mooring suspensions and stoppages?
2. Changes to towpath mooring’s, for example;
- Changes from short term visitor moorings changing to a longer term/duration moorings?
- Changes from long term visitor moorings changing to a shorter term/duration moorings?
3. Changing of a length of towpath to a permanent mooring?
4. Changing towpath mooring to no mooring?

Thank you for contacting the Canal & River Trust with your request for information. The Trust has treated your request as a request for information under the Freedom of Information Act 2000.
Your Request for Information:
Changes to towpath mooring’s, for example;

Any of the above within the South East Management area which has been implemented since July 2020, and any future plans to implement further such restrictions.
Response:
We currently have The Milton Keynes Visitor Mooring Project which is for six new 48 hour Visitor Moorings and all will revert to 14 days in the winter months.
Please see description of each site below.
o Wolverton – Between Bridge 70A Stephenson’s and 71 Stratford Road – 50 meters
o Giffard Park – Converting 50m of pre-existing Visitor Mooring in to 48 hour section by the facilities.
o Campbell Park - Between Bridge 82 and 81b – 100 meters
o Woolstone - Between bridge 83 and Bridge 82A (H6) – 50 meters
o Peartree - Opposite Peartree Bridge Inn – 100 meters
o Simpson - Between bridge 91 and Aqueduct GU-131-001 – 100 meters
The region has also removed some towpath mooring due to navigational safety concerns:
o Grove Lock Marina – after second level complaint – no mooring in front of layby marina
o Campbell Park Marina – no mooring opposite layby marina.
Also one towpath mooring has been removed opposite The Old Barge Pub while the development continues at Bircherley Street for a pick up and drop off mooring for the local trip boat as their old mooring is unusable throughout the build.
There are also the Winter Moorings which will be published on this page Winter moorings | Canal & River Trust (canalrivertrust.org.uk) . We have not finalised the plans for 2021/22 winter moorings yet and as such this information exempt from disclosure under Section 22 of the Freedom Of Information Act as the Information is intended for future publication. I have carried out the public interest test in relation to the application of this exemption below.
Factors in favour of disclosure are that providing the information can facilitate the accountability and transparency of the Trust.
Factors against disclosure are that the Trust has not finished the plans for 2021/22 winter moorings yet and as such any information will be incomplete or out of date and not an accurate reflection of our plans.
The Trust believes it’s in the best interest of the public to have this information published to the public at the same time so that it gives all boaters who don't already have a permanent mooring a chance to moor up for the winter months with access to the information at the same time so that no one is at a disadvantage if they choose to want to have a winter mooing.
On balance, the factors against disclosure of the information outweigh the factors in favour of disclosure and there for the is being withheld under Section 22 of the Freedom Of Information Act.
