Dear Homes and Communities Agency,

Chalgrove Parish Council and the public were informed that the HCA had become responsible for Chalgrove Airfield; this was subsequently reiterated in an HCA leaflet published on ahead of the Public Consultation meeting that HCA had called.
Chalgrove Parish Council submitted an FOI request ([email address]) to the Defence Infrastructure Organisation, whose response, dated 27 July 2016, states categorically that “As of 27 July 2016 no land has formally been released to the HCA but it is expected to transfer shortly.” . Clearly, neither the HCA nor OCC/SODC are yet responsible for the land.

a. When will the HCA and SODC inform the public that, contrary to both written and verbal communications, they are not yet responsible for the land at Chalgrove Airfield?
b. If the land is transferred, when is this likely to take place?
c. What arrangements have been made for stakeholder engagement, including the mandatory engagement with the controllers of the Military Air Traffic Zone (MATZ)?
d. Have HCA and SODC assessed and articulated the increased Risk to Life of building a large, densely populated residential development, with associated schools etc, on the centre-line approach to the main runway at a military establishment? What consideration has been given to the facts that military aircraft are designed and built to different standards when compared to civilian aircraft, that they are often armed or have embodied explosives/pyrotechnics and often carry underslung loads?
