Dear Naomi McMaster,

Thank you for taking the time to respond to my request for information relating to Chalgrove Airfield under the FOI Act.

I note that you seem unable to or unwilling to comply due to the volume of information you hold in relation to the request I have made. I find it difficult to understand why the information is held across many departments and is therefore too much of a burden for you to comply with my request, perhaps you can explain depth which departments hold the information and why a legitimate request made to an organisation funded by the taxpayer seems to be impossible. For clarity I absolutely reject your assertion that Regulation 14(b) would apply.

As an interim measure id be delighted if you could issue the information that you have collated (6000 pieces / pages?).

I look forward to receiving a compliant response to my FOIA request.

Apologies for the delay in responding to your request for an Internal Review. We consider that we have provided you with the opportunity to reduce the scope of your request and we will not be proceeding with the request for in Internal Review.

In terms of being able to send you the 6000+ pieces of information that we have already located we are not able to do this as this forms part of your request and we do not know what is able to be disclosed under EIR as some of it may engage and exception from disclosure. Further, we charge for reasonable disbarments of information as per guidance and this includes printing and postage. The charge, if all 6000+ pieces of information were to go out, would be £600 for the printing (10p per sheet) and roughly £10.95 for postage. If this is still the case once you have narrowed the scope of your request we would issue a fees notice before providing the information.

Dear Naomi McMaster,

Thank you for your response. I note you didn't respond to my response, instead choosing to pick of reasons why you shouldn't. The reason relate to costs incurred by an organisation funded by the tax payer so I don't believe they are valid.

Moving on and wanting to have this closed off please issue scanned copies of the information you have at your disposal and that would comply with the so called reduced scope. The reduced scope does not extend to information that wouldn't be useful, priority should be given to land ownership / transfer documents and email correspondence between the HCA, MOD/DIO and SODC.

I trust you'll now be able to respond to my FOIA request in due course.
