Dear M Haville

I am writing to advise you that the time limit for responding to your
requests for information - received 14 January, 24 February, two on 04
March 2021, and 11 March, which have been combined in line with
Information Commissioner's Office Guidance - need to be extended.

Under Section 10(3) of the Act – please
see [1]https://ico.org.uk/media/for-organisatio...
the full wording - there is provision for an authority to claim a
reasonable extension to this limit, up to an additional 20 working days,
where it needs more time to consider the public interest test. The
specific exemptions which apply in relation to this information  are
Sections 36 (Prejudice to the effective conduct of public affairs) and
43(2) (Commercial interests).

We will send a response by 11 May 2021. We will, of course, respond
sooner if we are able. 

Right to Review  

If you are unhappy with the way we have handled your request or with the
decisions made in relation to your request, you may complain in writing to
HS2 Ltd. Please find below details of HS2 Ltd’s complaints procedure which
includes your right to complain to the Information Commissioner.

Dear FOI Request,

Thank you for the information.

Please note the ICO guidance is quite clear that “Authorities should regard the 20 working day limit as a ‘long stop’, in other words the latest possible date on which they may issue a response” and in normal circumstances, FOI requests should be addressed more promptly.

Also that an authority which provides its response close to, or on, the final day of the 20 working day limit ought to be able to both account for, and justify, the length of time taken to comply with the request.

As such if your response time is over 15 days, please justify time taken.

Can you link me to Information Commissioner's Office Guidance, where it states that information can be combined & that the clock then starts from the last request .

Also can you justify how it is that you request another 20 days after having at leat 60 days for most of the requests when the last request is just Allen Cook's diary for six visits.
