Under the Freedom of Information Act 2000, I write to request the following information in relation to the sewage treatment works (STW) at Chapmans Close, Challock.

1. Please summarise the cesspool / STW solutions and upgrades implemented to the site since the Council sold the properties in 1978. To clarify, a single sentence describing the installation will suffice, e.g. - "1978 Cesspool with x type filtering functions", "1999 Upgraded to STW with biofiltering and..."

2. With regard to the population equivalent (PE) number of the STW:
a) Please state the PE number in 1978 and any subsequent changes
b) Please provide evidence showing the current PE number of the STW
c) Please state the planned PE number of the STW post the upgrade works recently advised by the Council.

Thanks for your response dated 3 April 2020, and for the guidance you have offered. I note that you haven't indicated whether you hold the information requested, which section 12 does lay out as a requirement, but in the spirit of your letter I will amend my requests.

However, please note that 1978 is a key date since that is when relevant covenants were first signed. Since the Council relies upon those covenants in its recent correspondence, the Council should seek to support providing the right response to ensure that both Council and residents are properly informed for the conversations that will inevitably ensue.

So whilst there are constraints available under the FOIA, the Council also has a responsibility to the residents of Chapmans Close when asking a considerable amount of money from them, and I'd ask you to weigh this when considering my reduced requests. I note in particular that it didn't seem onerous for your legal representative to provide a good proportion of the answer to my question 1 in a recent letter to one of the residents.

In light of this I amend my request thus:

1. Please provide a summary description of the solutions implemented and their PE number in the years 1978, 1999, and 2004.

2. Please state the PE number that will result from the proposed upgrade works.

Thanks for your note to advise of the delay, and I am happy to accept this in the current circumstances.

In light of this, could I please encourage you to release the information as soon as you've obtained each element, rather than wait until it is gathered in its entirety. I presume some action has been taken in the last 4 weeks?

It would also be helpful if you could give an indication of when I can expect the request to be fulfilled. Whilst I accept a delay, I'm not sure it helps anyone for this to be open-ended.
