Certified Process Server Legal Services

Please provide the legislation or rules that require a Process
Server many of whom offer their services under the heading of legal
services to be registered and certified.

Which body regulates their work and if they are not required to be
certificated can you give the reason why not, especially as they
are serving court documents ?
