Please can you provide me with the following information regarding the
Cheif Executive remuneration package.

 

1.What is the current salary and benefits package of the outgoing CEO
Graham Burgess.

 

The current salary for Wirral’s current Chief Executive, Graham Burgess is
£135,341. As part of the current budget cutting strategy, all employees
(including the Chief Executive) have undertaken (or will undertake) four
days of unpaid leave per annum for the years 2013/14, 2014/15 and 2015/16.
Deductions are made from employees’ monthly pay on a pro rata basis.

 

The Chief Executive receives additional remuneration for his role as
Returning Officer. For local elections the amount is determined locally in
accordance with national guidance for Local Government Elections. For
Parliamentary and European Elections (including Referendums), the amount
is determined by Central Government. In 2014 The Returning Officer was
paid £12,473 for the European Election and £5,297.16 for the Local
Election.

 

2. What's is the salary and benefits package set/budgeted for his
replacement.

 

The Employment and Appointments Panel on 24 November 2014 agreed to
recommend to Council at its meeting on 8 December 2014 that:

           

(i) the salary range for the Chief Executive be agreed between  £155 -
£175K per annum ; and

 

(ii) the final salary for the Chief Executive be agreed (within the salary
range) by the Employment and Appointments Panel as part of the recruitment
process.

 

The newly appointed Chief Executive will also be the Council’s Returning
Officer.

 

3. Who sits on the remuneration panel to decide the salary of the CEO and
other executives.

 

In accordance with The Constitution of the Council, The Employment and
Appointments Committee is responsible for decision making in relation to
Chief Officer recruitment. The Employment and Appointments Committee is a
proportionate cross-party Committee. Details of which Elected Members is
on The Committee are available on the Council’s Internet.

 

In line with guidance under The Localism Act, proposed appointments to
posts with remuneration exceeding £100,000 are subject to a vote at Full
Council.

 

4. Was the council budget considered when deciding such remuneration
packages?

 

In line with guidance under The Localism Act, proposed appointments to
posts with remuneration exceeding £100,000 are subject to a vote at Full
Council. Full Council also agrees the Council’s budget. Financial
implications are detailed and considered within Committee reports.

 

5. Please can you also supply any minute of meetings regarding the above.
