It is noted from the website of the Centre for Governance and Scrutiny (CFGS), that ‘Devon and Somerset Fire and Rescue Service’ is listed as a client that has used the consultancy services provided by CFGS.

The following information is requested under the Freedom of Information Act 2000.

1. Is it correct that ‘Devon and Somerset Fire Rescue Service’ has a contract with CFGS as stated on the website, or was it the Fire and Rescue Authority?
2. If it is the latter, is DFRS requesting a change to to the CFGS website?
3. When was the contract let with CFGS and over what period did the consultancy take place?
4. What was the contract value let with CFGS and was it subject to competitive tendering?
5. Did the Fire and Rescue Authority approve the letting of the consultancy contract with CFGS?
6. What was the scope and purpose of the consultancy with CFGS?
7. Has the outcome of the consultancy been reported to the Fire and Rescue Authority?
8. Please supply a copy of the report produced by CFGS as a result of the consultancy?

I write in response to your request for information, received on 10
February 2022.

 

Decision

The information you have requested is held by the Devon & Somerset Fire &
Rescue Service (DSFRS).

 

Please find below the detail of the information you have requested along
with our response.

 

Request and Response
1. Is it correct that ‘Devon and Somerset Fire Rescue Service’ has a
contract with CFGS as stated on the website, or was it the Fire and Rescue
Authority? There is no ongoing contract to the best of our knowledge. CfGS
was commissioned for a bespoke piece of work on a review of the
Authority’s governance structure. It’s not clear from the question which
website is being referred to – CfGS or Authority?

 

2. If it is the latter, is DFRS requesting a change to the CFGS
website? The contract referred to was between the Devon & Somerset Fire &
Rescue Authority (as the legal entity) and CfGS. If CfGS has quoted
“Service” on its website, that would not make a material difference such
that the Authority would be requesting CfGS to change its website. The
Service is the delivery mechanism employed and held accountable by the
Authority to discharge the Authority’s statutory functions.

 

3. When was the contract let with CFGS and over what period did the
consultancy take place? The review was commissioned in August 2020, with a
final report submitted to the Authority budget meeting on 19 February
2021.

 

4. What was the contract value let with CFGS and was it subject to
competitive tendering? There was no competitive tendering. The cost of the
review, £5,600, was well below the Authority’s threshold for competitive
tendering. There was also further expenditure of £2,250 arising from
additional work that was commissioned. The total cost of £7,850 remained
well below the Authority’s threshold for competitive tendering.
Additionally, the CfGS is an independent national charity founded by the
Local Government Association, the Local Government Information Unit, and
the Chartered Institute of Public Finance Accountants to support local
authorities in improving governance and scrutiny arrangements.

 

5. Did the Fire and Rescue Authority approve the letting of the
consultancy contract with CFGS? No. Appointment of consultants is a matter
delegated to officers albeit that Authority Members were sighted on the
proposal before the contract was let and the Authority participated with
the review. Additionally, a Working Group was established by the Authority
to support the review. The Terms of Reference for this Working Group are
set out at Appendix B to report DSFRA/21/8 (see also answer to Q6 below).

 

6. What was the scope and purpose of the consultancy with CFGS? This is
detailed at Section 3 of report DSFRA/21/8. [1]This report, with all
supporting appendices (including the final report of CfGS) can be found
here on the Authority’s website – see Minute DSFRA/75.

 

7. Has the outcome of the consultancy been reported to the Fire and Rescue
Authority? Yes, to the budget meeting on 19 February 2021.

 

8. Please supply a copy of the report produced by CFGS as a result of the
consultancy? See answers to Qs 6 and 7 above.

 

Review
