Central Shopping Area - Exclusion of Churchill Way

Dear Cardiff Council,

I have just found a document on the council’s website with the title ‘Background Technical Paper No. 8: City Centre Protected Shopping Frontage Analysis’ which was prepared as part of the work for the Cardiff Deposit Local Development Plan 2006-2026. On Page 4 is a map which shows, amongst other features, the boundary outline of the Central Shopping Area (CSA). I can see that Churchill Way lies outside the CSA.

Please will you let me know about the content of any additional records that I can use to :

1. explain this decision to leave Churchill Way outside the CSA?

2. outline the implications for premises lying along the length of Churchill Way, particular those which were part of one of its predecessors, Pembroke Terrace?

Thank you for your response to my FOI request. I appreciate the helpful links to those elements of Cardiff’s planning policy framework that underpin the council’s consideration over whether to place Churchill Way in the ‘edge of centre’ classification, or to include it in the Central Shopping Area, and your recognition that the council decided on the ‘edge of centre’ choice.

I was, however, looking for more quantitative content in the first part of my question. I was hoping you would be able to provide specific raw data, in line with the sort of factors you outline in your four bullet points, and the details of the assessment you refer to in the paragraph that follows them.

For Part 2 of my request, I was more expecting actual examples of how the policies had, or could have, affected premises, if any such examples exist, rather than a statement that certain policies would apply.

So, at the moment, I don’t consider that the information supplied answers my enquiry, but I do thank you again for the time you have put in so far.

I hope the following answers your queries.

 

 

1.       The Council’s 2013 Ground Floor Landuse and Floorspace Survey. I
have been unable to find this on the council's website or elsewhere.

 

The above Survey was conducted over the summer 2013 and includes details
of the land uses and occupiers of each ground floor premises within the
City Centre Principal Business Area as defined by the Cardiff Local Plan. 
The survey is prepared using specialist Geographical Mapping software and
is not published as the mapping base is protected under copyright licence
from the Ordnance Survey data upon which it is based.

 

The Planning Service has prepared summaries of the Surveys by way of
Annual City Centre Performance Monitoring Reports between 1990 and 2008
(with the exception of 1999 and 2007).  However, due to diminished
resources within the Planning Service and increasing work commitments, the
Council has not been able to prepare these non-statutory reports in recent
years.  A copy of the most recent document (2008) is attached. We have PDF
files for each of these going back to 1990 which can be sent to you if
required. What we have done more recently is prepared a Ground floor
occupiers map (2010 also attached) which may also be useful. These
documents are background papers to our LDP and look at retail uses/issues
across the city rather than the city centre directly

 

 

2.       Anchor Stores. This concept is mentioned, but I haven't been able
to find any list of such stores for the City Centre. Thanks in advance for
any help you can offer.

 

ANCHOR STORE: A large store, such as a department store or supermarket,
that is prominently located in a shopping area to attract customers who
are then expected to patronise the other shops in the vicinity.

 

Whilst this is a universally recognised definition of an anchor store,
there is no formal designation in Cardiff, nor within national planning
policy.  Furthermore, some stores may be smaller in scale than department
stores yet still fulfilling an important role within a shopping street or
centre which have the characteristics of an anchor store in terms of
vitality and generating linked trips to complementary retail units.  For
these reasons, Cardiff has not defined their anchor stores, but
acknowledge that units such as John Lewis, Howells, Marks and Spencer
amongst others, would exhibit the characteristics of an anchor store
within their given street or frontage.
