 1. Please advise if HSE have performed a desktop examination of the
transport management and confirm the date of this and supply a copy of
the report
 2. Advise if HSE have visited the site to examine the Traffic Management
Plan in action and to supply a copy of the report, to include
clarification of how the client (Third Energy) complies with the legal
requirements in line with CDM

 

Which was received on 22 November 2017 and I am writing to acknowledge
receipt of this request. Please accept my apologies for the delay in
responding to you.

 

I can confirm that your request is being dealt with under the Freedom of
Information Act 2004 (the Act). 

 

The Construction (Design and Management) Regulations 2015 do not currently
apply at this site. The appropriate legislation for operations are the
Borehole Sites and Operations Regulations 1996 (BSOR).

 

HSE has not performed a desktop examination of a Traffic Management Plan.

 

HSE inspectors, with colleagues from the Environment Agency, conducted a
joint site inspection between 8-10 November 2017. The purpose of the
inspection was to ensure that Third Energy have all of the necessary
processes and systems in place before operations start. HSE inspectors
reviewed the site layout as part of the inspection. No enforcement issues
were identified during the visit. HSE’s report can be partially disclosed
to you and is attached. Personal information is being withheld by virtue
of Section 40(1) of the Act.

 

An emergency plan is in place as required by BSOR.
