Attached are those documents which can currently be released in relation
to this request; they relate to the planned introduction of broadband
and mobile services via the existing CCTV infrastructure in Colchester.
This project is part of a wider strategy adopted by Colchester Borough
Council (CBC) to improve digital infrastructure in the Borough. The
strategy represents a proactive approach by CBC which will potentially
unlock social and economic benefits for residents, businesses and
visitors. The overall digital infrastructure includes not only the CCTV
deployment but also fibre and wireless broadband to urban and rural
areas. In order to explain properly the context of this wider strategy
some documents have been included which were issued prior to 1st
November 2011.

The building of the planned digital infrastructure brings together CBC
assets (CCTV infrastructure and buildings) with private sector
investment and resources. The ongoing commercial negotiations are
subject to non disclosure agreements with the companies concerned who
consider that to protect their commercial interests details of their
proposals should remain confidential until contracts have been agreed
and signed. This information is exempt from release under Section 41
Freedom of Information Act. Personal details have also been redacted
where they appear.

We consider that the public interest is met in this instance by allowing
negotiations which will involve detailed technical specifications to be
conducted without damaging the commercial position of the participants.
For this reason correspondence between CBC and private partners will not
on this occasion be published prior to the conclusion of commercial and
contractual negotiations.

The information provided in the attached documents provides a clear
narrative of the formation and development of a digital strategy in
Colchester. To obtain a comprehensive understanding of the existing and
proposed digital infrastructure and to engage and procure private sector
partners CBC has worked with RNS Unseen Networks, a specialist
consultancy with a proven track record in this field.

The benefits of delivering an improved digital infrastructure to the
Borough of Colchester include the following:

Social inclusion and community engagement;

Support for inward investment with a competitive advantage;

Encouraging the development of existing local businesses who can
exploit the digital platform (applications, software design) ;

Support for retailers and tourism - promoting Colchester as a
digital destination;

Additional platform to support the delivery of public services
such as Telecare.

The benefits to CBC will include:

Providing a sustainable income stream;

Enabling CBC to make best use of its assets;

Delivering cost effective and efficient customer service.
