FOI, Stoke on Trent City Council

Dear Mr Burnett

Your request for information ref. SOT42755 about the use of CCTV

We have now considered your request and a copy of the information is
attached below.

However, please note that some of the information is exempt under section
43 of the Act and will not be provided.

Section 43(2) (commercial interests) allows a public authority to withhold
information if its release would, or would be likely to, prejudice the
commercial interests of any person (including the public authority holding
it).  This exemption has been applied to your questions 7 – 12.  This is
because the local authority may wish to progress an alternative approach
to its CCTV monitoring in the future and this information, if released
into the public domain, would prejudice the ability of the local authority
to negotiate the best value for the public purse.

It is considered that the public interest more strongly favours
withholding this information than releasing it because of the potential
damage to the local authority’s commercial interests and ability to obtain
a best value quotation in the marketplace should it wish to adopt a
different approach to its CCTV monitoring arrangements.

The information supplied may be used for domestic or journalistic
purposes.  Its use for commercial gain including issuing to the public,
social media or computer blogs may be subject to the issue of a licence
under the Reuse of Public Sector Information Regulations 2005.
