Dear Durham Constabulary,

Please may I submit the following information requests under the Freedom of Information Act 2000? The time period for each of the numbered requests refers to “the previous three months”. The date range of these previous three months is 1st December 2020 through to the 28th February 2021.

My requests for information are as follows:

1. How many individual static sited street CCTV cameras are owned, operated, monitored and/ or managed by Durham Constabulary in Crook town under the DL15 postcode. Please provide the total numbers for each of these categories.

2. What are the geographical locations of each individual camera identified in request one above?

3. What is the operational running cost in pounds and pence for each individual camera identified in request one for the previous three months?

4. On average over the previous three months, in a given 24 hour period (per day), how many hours and minutes does each individual camera identified in request one, record its output (stored video feed) to either a physical, cloud or digital media storage device?

5. In the previous 3 months, what is the total time in hours and minutes each individual camera identified in request one has spent non-operational? Non-operational can be defined as any camera not operating to the capacity to which it was designed to operate. This can include loss of power or disconnection to a power supply. Defective device or component. Connection/ transmission issues to network infrastructure.

6. What is the retention period of any recordings taken by each of the individual cameras identified in request one?

7. On average, in a given 24 hour period (per day), how many hours and minutes, is each individual camera feed (transmitted recording) either monitored by or is under direct observation by a physical human being, in an official capacity? This applies to the identified cameras in request one.

8. In the previous 3 months have any images, stills, frames or footage, taken from any of the cameras feeds identified in request one, been processed or analysed by any form of digital processing application or software? This includes, but not limited to, services such as facial recognition or automatic number plate recognition systems.

9. Is data recorded by cameras identified in request one, processed by any third party data processors. If yes please provide the names and addresses of these processors. Please provide either links to digital or physical copies of any shared working agreements or memorandums of understandings between Durham County Council and the relevant party where they exist.
