I write in response to your request for information which has been dealt
with under the Freedom of Information Act 2000 (“the Act”).

 

I can confirm that we do hold the information requested.

 

However, we have decided not to disclose it, on the basis of Section
31(1)(a) of the Act – Disclosure would or would be likely to prejudice the
prevention or detection of crime.

 

We have reached this decision because knowledge of the locations of all
CCTV cameras could be used for criminal activity.  

 

The public interest test has been applied. A public authority can only
withhold the information if the public interest in maintaining the
exemption outweighs the public interest

in disclosure. In carrying out the public interest test we have considered
the circumstances at the time at which it deals with the request and it is
not in the best interest of the public to release this information, for it
could be used to aid and abet criminal activity.

 

In accordance with Section 17 of the Act, this email is intended to act as
a refusal notice.

 

Should you be unhappy with the way your request has been handled you can

The Senior Information Governance Officer will then arrange a review of

Dear Hinckley and Bosworth Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hinckley and Bosworth Borough Council's handling of my FOI request 'CCTV locations'.
I wish to be able to park my car and walk through the town centre using the safest locations and routes. I can do this by planning both around the location of CCTV. I do not believe you can deny me this opportunity and risk jeopardising my personal safety.
I have checked similar requests made to other authorities and this information has almost always been provided - in some cases it is provided on the authority's website. In the few cases where the information was refused the ICO has always decided in favour of providing it. Information on speed camera locations is readily available and there is no reason why CCTV should be treated differently.
