CCTV Installation in residential area

We're waiting for Mr Huws to read a recent response and update the status.

Dear Gwynedd Council,
CCTV has been installed in the residential area of Embankment Road, Pwllheli Gwynedd
With reference to the Surveillance Camera Code of Practice, A Guide for Councillors please provide a copy of 1)the the privacy impact assessment, 2) provide a copy of privacy zones which should include residential access and exit points, windows etc, 3) the consultation document with residents, 4) please explain what the CCTV is for and provide a copy of clear objectives, 5) please provide a copy of the document which evidences that surveillance is the best solution to the problem the Council are seeking to address

Thank you for your recent request. Please see below and attached for the
information requested:

 

1. Data Protection Impact Assessment attached.

2. Photos of privacy zones and Victoria Hotel 3 a Victoria Hotel 4
cameras.  Please note that masks are only applied to first floor windows
and above as ground floor windows and doors are at pedestrian eye level on
the street i.e. no expectation of privacy.

3. No consultation by GC - these cameras were a request from Pwllheli Town
Council to extend the system.

4. The answer to point 4 can be found in the DPIA attached.

5. The answer to point 5 can be found in the DPIA attached.

Thank you for your reply. With reference to the reply to Q.3 “No consultation by GC” this indicates that guidance which I mention in my original request was not correctly followed. Guidance is the minimum required of a LA and cannot be ignored unless there are exeptional and justified reasons. Meaningful consultation with residents should have been conducted at the earliest possible stage before installation.An assessment specific to Embankment Road ought to have been conducted therefore would you please provide the reasons why this was not undertaken . Also given that detection of crime is noted in the DPIA as the main reason for installation could you please provide a copy of NWP request for installation of these cameras. Would you please also provide a copy of the request made by Pwllheli Town Council for installation of these cameras with their evidence of need for surveillance installation and that there was no alternative in the small private residential area.
Also the DPIA refers to Wales third largest social housing estate and I find it illogical that CG are comparing this to the small private residential areas of Embankment Road as a means of justifying the need for surveillance, this would have become evident if a consultation had taken place.

The additional four cameras added to the Pwllheli CCTV network at the above location were erected for justified reasons following discussions between North Wales Police, Gwynedd Council Officers and Pwllheli Town Council.

The route along Embankment Road is a known route for suspects to vacate the centre of Pwllheli town, the siting of the four additional cameras in this location was necessary to aid North Wales Police’s ability to:

Detect, deter, prevent and investigate crime including, but not necessarily limited to:

o providing assistance in the prevention of crime
o deterring and detecting crime
o helping to identify, apprehend and prosecute offenders
o provide the Police and the Council with evidence to take criminal and civil action in the Courts
o maintain public order
