CCTV In Residential Areas in Bangor
Dear Gwynedd Council,
Following on from another authors request for information:-
NEW FIXED CCTV has been installed in various residential area's of Bangor Gwynedd.
With reference to the Surveillance Camera Code of Practice, A Guide for Councillors please Supply me with the following:-
1)The the privacy impact assessment.
2) A copy of privacy zones which should include residential access and exit points, windows etc.
3) The consultation document with residents.
4) An explanation what the CCTV is for and provide a copy of clear objectives.
5) A copy of the document which evidences that surveillance is the best solution to the problem the Council are seeking to address

Thank you for your recent request. Please see below and attached for the
information requested:
1) The privacy impact assessment.
Please find our DPIA attached.
2) A copy of privacy zones which should include residential access and
exit points, windows etc.
Information regarding privacy zones can be found within our DPIA attached.
Gwynedd Council utilise camera positioning and electronic privacy masking.
Certain areas are masked via a solid rectangles or via blur/pixelation so
that no detail or movement in the scene covered by them can be seen
through them. All footage is secured by a nominated data controller. We
ensure that nobody else views the video data, without good reason to do
so. Anybody who has been caught on camera has the right to see the
footage, in which they are identifiable. Please contact

footage following an incident.
3) The consultation document with residents.
Safer Streets is a Home Office initiative providing funding to tackle and
reduce crime in our neighbourhoods. In the application for Hirael North
Wales Police were able to analyse crime data with a view of identifying
crime types, what times offences were happening , volume of crimes and so
on. For Hirael it was identified that the best way to reduce crime was a
mixture of measures which included an increase in street lighting and
installation of additional CCTV cameras to Gwynedd Council’s existing
public space system in the city. As part of the North Wales Police
application a small public consultation using social media was circulated
and views sought.
4) An explanation what the CCTV is for and provide a copy of clear
objectives.
Assist in the detection, deterrence, prevention and investigation of
crime. Help reduce the fear of crime and violence and increase public
reassurance. Help secure safer areas in which to work, live, shop and
play. To assist North Wales Police and other partners with their
objectives of reducing crime and ASB issues. To assist the Council in all
aspects of town centre management. Clear objectives can be found within
our DPIA document.
5) A copy of the document which evidences that surveillance is the best
solution to the problem the Council are seeking to address.
As previously mentioned in point 3, Safer Streets is a Home Office

Complaints
