Please can you provide me with the following information under the Freedom of Information act;

1. How many CCTV cameras does the council own?
2. Please specify how many of these are for the purposes of public space monitoring and how many are ANPR (number plate recognition) cameras.
3. The location information for all public space monitoring and ANPR cameras the council owns. This can be in any format (ie. map, GPS coordinates, post codes, street names) that you are able to provide but higher accuracy information would be appreciated. I would also appreciate this information in a computer readable format as I use assistive technology so any format besides a scanned PDF is preferable please.
4. When these cameras were last upgraded / installed.
5. What the make / model of each camera is, or alternatively if known, what the resolution of each camera is.
6. How you cameras connect back to the control centre, whether this be LoS Wi-Fi connection, BT Redcare circuits, or council maintained connectivity etc.
7. Where your control centre is located.

I understand that this is a large number of questions and may take longer than the statutory time period to answer. If this becomes the case I would appreciate being informed as soon as possible and an indication of timelines for delivery provided.

Thank you for your Freedom of Information request.

Please find below the response to your recent request. The information has
been provided by our Parking Team, Community Safety Team and Facilities
Team.

Your request:

1.    How many CCTV cameras does the council own?

The CCTV Control Room has and operates 43 public space cameras in
Tunbridge Wells.

Our Parking Team operates 3 cameras in Tunbridge Wells.

 

2.    Please specify how many of these are for the purposes of public
space monitoring and how many are ANPR (number plate recognition) cameras.

All the CCTV cameras monitored in the CCTV Control Room are for the
purposes of public space monitoring, We do not have ANPR cameras.

Our Parking team have three ANPR cameras

 

3.    The location information for all public space monitoring and ANPR
cameras the council owns. This can be in any format (ie. map, GPS
coordinates, post codes, street names) that you are able to provide but
higher accuracy information would be appreciated. I would also appreciate
this information in a computer readable format as I use assistive

We consider information on CCTV cameras to be exempt from disclosure under
the Freedom of Information Act 2000. The exemption applied is section
31(1) (a) ‘Law Enforcement’ of the Freedom of Information Act 2000.

The CCTV cameras in Tunbridge Wells are used in the prevention and
detection of crime as well as the apprehension of offenders. We believe
that disclosure of all the exact locations would compromise the law
enforcement objectives and could allow deliberate avoidance of the
security measures.

In considering the public interest test in this matter. We feel that there
is an importance in disclosure of this information given the general
interest in disclosure and the fact that using CCTV can involve the
capture of personal information. We feel that there is a public interest
in knowing its usage. However, this is weighed against the significant
potential undermining of the law enforcement principles. Therefore we feel
that the public interest in disclosing the information is outweighed by
the public interest in non-disclosure.

4.    When these cameras were last upgraded / installed.

Our cameras are checked daily and are upgraded as and when necessary on a
rolling maintenance programme, to ensure maximum performance .

Our Parking Static cameras were installed 2013 and our Safety car was
installed in 2012

 

5.    What the make / model of each camera is, or alternatively if known,
what the resolution of each camera is.

Various makes and models are used depending the area and requirements.

 

6.    How you cameras connect back to the control centre, whether this be
LoS Wi-Fi connection, BT Redcare circuits, or council maintained
connectivity etc.
