Dear Southend on Sea Borough Council,

Please can you provide me with the following information under the Freedom of Information act;

1. How many CCTV cameras does the council own?
2. Please specify how many of these are for the purposes of public space monitoring and how many are ANPR (number plate recognition) cameras.
3. The location information for all public space monitoring and ANPR cameras the council owns. This can be in any format (ie. map, GPS coordinates, post codes, street names) that you are able to provide but higher accuracy information would be appreciated.
4. When these cameras were last upgraded / installed.
5. What the make / model of each camera is, or alternatively if known, what the resolution of each camera is.
6. How you cameras connect back to the control centre, whether this be LoS Wi-Fi connection, BT Redcare circuits, or council maintained connectivity etc.
7. Where your control centre is located.

I understand that this is a large number of questions and may take longer than the statutory time period to answer. If this becomes the case I would appreciate being informed as soon as possible and an indication of timelines for delivery provided.

In response to your Freedom of information request number 8017, in which
you asked the following questions

 

1.         How many CCTV cameras does the council own?

2.         Please specify how many of these are for the purposes of public

I can confirm that a search for the information has been completed.

 

1.         We currently own 201

2.         All public space no ANPR cameras

3.         Please see attached

4.         There has never been a general upgrade of the cameras but they
have been replaced on a when needed basis

5.         Due to the age of the system we have a variety of models but
have over the last year been using Redvision cameras when a camera has
needed replacing

6.         This information has been withheld under Section 31 of the
Freedom of Information Act (FOIA). Under the FOIA, information is released
to the world at large and, unfortunately, there is currently a high threat
to public sector systems from those who would wish to gain access for
criminal purposes. The requested information has therefore been withheld
as a crime prevention measure. I have considered the public interest in
the matter and have concluded that the protection of the data within the
systems outweighs the public interest in the disclosure you have
requested.

decision although generally the ICO cannot make a decision unless you have
exhausted the Council’s complaints procedure. The Information Commissioner
