About NHS England

NHS England commission mental health services which encompass the
treatment of the conditions you have specified. However Integrated Care
Boards (ICBs), formerly Clinical Commissioning Groups (CCGs), also
commission mental health services for these conditions. NHS England is
responsible for commissioning mental health services for patients with a
more severe and challenging presentation and for secure services where
additional safety and security measures are required to protect both the

NHS England responded to your FOI request on 03 October 2022 confirming
NHS England holds some information redirecting you to Integrated Care
Boards (ICBs) and providing the Specialised Services manual under Section
21 of the FOI Act.
Internal review request
You made the following request:

We have reviewed your request for an internal review and the original
decision has been upheld.
Reasons for decision
Following a review of our response, NHS England maintains that its
original decision was correct.
NHS England holds some information in relation to your request. This was
provided under Section 21 of the FOI Act.
The link provided under section 21 which directed you to NHS England’s
Manual for Prescribed Specialised Services was correct ([1]available
here). NHS England has provided this document for your ease of reference.
NHS England has therefore provided the information held under Section 21
on the original response and released the information under this response
(see attached). This clearly outlines what NHS England Specialised
Services commissions in relation to your request. All other queries should
be directed to Integrated Care Boards (ICBs) who commission the majority
of mental health services for these conditions.
As outlined in our previous response NHS England is responsible for
commissioning mental health services for patients with a more severe and
challenging presentation and for secure services where additional safety
and security measures are required to protect both the patient and the
public.
