In response to Question 1: As set out in the planning guidance, in 2016/17
CCGs were asked to hold a 1% reserve uncommitted - “in order to provide
funds to insulate the health economy from financial risks, the 1 percent
non-recurrent expenditure should be uncommitted at the start of the year,
to enable progressive release in agreement with NHS England as evidence
emerges of risks not arising or being effectively mitigated through other
means.”

  

In response to Question 2: CCG surplus requirements are consistent across
all CCGs. However, the amount of money allocated to each CCG is allocated
based on a formula which takes into account levels of deprivation amongst
other factors. Further information on this is published on the NHS England

In response to Question 3: The requirement to make a 1% cumulative surplus
and hold a 1% uncommitted reserve applied to all 209 CCGs in 2016/17.

 

In response to Question 4: The future drawdown of this money is subject to
overall affordability nationally, and is expected to be spent
non-recurrently when made available, but otherwise there are no
restrictions.

 

In response to Question 5: There are no exceptions to these rules for
specific service investments.
