Dear Colchester Borough Council,

I'm interested in the Council's iConnect portal at https://iconnect.colchester.gov.uk/

Specifically I would like to know:

a) Which external companies and/or service providers have worked on the project to deliver this service, and whether they are/were under contract

b) How much each company and/or service provider has been paid since the outset of the project

c) Whether there is an ongoing contract(s) to provide services in relation to the portal, and if so which company/service provider(s) is contracted to do so

d) If there is an ongoing contract(s) as in c) above, what the projected costs are from now until the contract end

e) Irrespective there is a contract or no contract, whether the Council intends to complete the portal

f) How many current registered users there are of https://iconnect.colchester.gov.uk/

g) How many regular users there currently are of https://iconnect.colchester.gov.uk/

h) How the portal has been publicised to Colchester residents

i) How many e-petitions have been submitted by residents since the e-petition service was launched at https://iconnect.colchester.gov.uk/

j) Which portfolio holders, councillors, council committees and Council departments/teams have had and currently have responsibility for the service provided by https://iconnect.colchester.gov.uk/

Dear Ben Locker,

 

Thank you for your Freedom of Information request dated 02 April 2013, our
reference; 130402014073

 

Please find our responses below each of your original questions to aid
with accessibility.

 

     a) Which external companies and/or service providers have worked on

     the project to deliver this service, and whether they are/were

     under contract

 

The iConnect portal is provided by Firmstep.  [1]www.firmstep.com

We have an existing contract with them

 

     b) How much each company and/or service provider has been paid

     since the outset of the project

    

The total amount paid to Firmstep for the Portal project since inception
in Nov 2010 is £120,600 (this includes annual licensing costs). PLEASE
NOTE: this figure includes a DEFRA payment of £16,000 for portal works for
a Food Waste trial in 2012.

 

     c) Whether there is an ongoing contract(s) to provide services in

     relation to the portal, and if so which company/service provider(s)

     is contracted to do so

 

The contract runs until 31 March 2014 

 

     d) If there is an ongoing contract(s) as in c) above, what the

     projected costs are from now until the contract end

 

The only committed cost is the £8,000 per annum licence and support
charge. Any additional costs would be on a project delivery basis as new
functionality is added. There is no additional projected cost at this
time.

   

     e) Irrespective there is a contract or no contract, whether the

     Council intends to complete the portal

 

A self service portal is considered to be an integral element of the
solution that we are proposing as part of the Universal Customer Contact
Fundamental Service Review (UCC FSR)  More information on the UCC FSR can

     f) How many current registered users there are of

At the end of March 2013 there were 3420 “live” registered users.

 

     g) How many regular users there currently are of

We do not hold this information as we do not maintain records on customer
usage of the portal.  However, since October 2012 the portal has averaged
438 new users every month.

 

     h) How the portal has been publicised to Colchester residents

 

The portal has been marketed using existing channels to minimise cost and
increase effectiveness.  These channels include the annual Council Tax
notification, the website and a message on our customer access telephone
lines.

    

     i) How many e-petitions have been submitted by residents since the

     e-petition service was launched at

The portal remains the responsibility of the ICT team, which is managed by
