Thank you for your request for information, which was received by
Manchester City Council on 11/05/2022 and has been considered under the
provisions of the Environmental Information Regulations 2004 (“the EIR”).

 

We can confirm that the Council does hold the requested information and it
is enclosed with this letter. 

1.Will you introduce a Clean Air Zone to your area?

The Greater Manchester Clean Air Zone did not go live on 30 May 2022 as
originally planned. The Government revoked the direction to implement the
Clean Air Zone and has given Greater Manchester until 1st July 2022 to
present a new plan to achieve compliance with legal air quality standards
in the shortest possible time and by 2026. The new plan will outline how
compliance with legal limits for nitrogen dioxide in Greater Manchester
can be delivered as soon as possible and by no later than 2026. At this
stage no decision has been taken on the measures included within the
revised GM Clean Air Plan. Greater Manchester wants to work with
Government to agree a new plan to achieve compliance with legal air
quality standards.

2. If so when do you plan to introduce?

No decision has yet been taken on a new plan for clean air in Greater
Manchester and any plan would have to be approved by government.
Government and Greater Manchester have agreed to deliver a new plan for
clean air by 1 July 2022. The new plan is required to outline how
compliance with legal limits for nitrogen dioxide in Greater Manchester
can be delivered as soon as possible and by no later than 2026.

3. What has prevented you from implementing a Clean Air Zone?

Government originally directed Greater Manchester to implement a category
C charging Clean Air Zone to achieve compliance with legal air quality
standards in the shortest possible time and by 2024 at the latest.
Consultants [1]Arup and AECOM were commissioned in late 2021 to analyse
and report on the market conditions within the LGV sector in particular,
this report was considered by the Air Quality Administration Committee on

 Government has agreed with Greater Manchester’s assessment that the
current plan is not deliverable due to the impact of the pandemic and the
supply chain for compliant vehicles.  

 

Government revoked the direction to implement the Category C charging
Clean Air Zone and has given Greater Manchester until 1st July 2022 to
present a new plan to achieve compliance with legal air quality standards
in the shortest possible time and by 2026.

4. Do you believe implementing a Clean Air Zone will reduce emissions?

5. How many vehicles will be affected if you were to introduce a CAZ?

At this stage no decision has been taken on the measures included within
the revised GM Clean Air Plan. Greater Manchester wants to work with
Government to agree a new plan to achieve compliance with legal air
quality standards. This is likely to involve exploring a range of options
that would allow us to both reduce air pollution and reap the public
health benefits, whilst also protecting jobs and businesses without
penalising people unnecessarily. The shape of the plan that will be taken
to Government is still to be determined.

6. Do you know how much it would cost to implement a CAZ and if so, how
much?

The answer to this question depends on the type of CAZ being referred to. 

However, within GM as it is uncertain at this point in time what the clean
air measures will be the cost of implementation of these is unknown.

As a point of reference, the previous proposed CAZ was estimated to cost
£51.14m for the implementation, operation and decommissioning of the
Signage, ANPR Cameras, Customer contact and enforcement aspects of the CAZ
over its anticipated 5.5 year life.

 

7. How will the generated CAZ revenue be spent?

Greater Manchester is reviewing its Clean Air Plan with government, and
has agreed to deliver, by 1^st July 2022, a new plan for clean air in the
city-region that is fair to businesses and residents. This will allow
Greater Manchester to provide further evidence, setting out how it will
deliver legal levels of NO2 as soon as possible, and no later than 2026.

 

Charges were due to apply to non-compliant HGVs, non-GM registered Taxi
and Private Hire Vehicles from 30^th May 2022 onwards. As the Greater
Manchester Clean Air Zone open on this date, these charges will no longer
apply. As the Clean Air Plan review work progresses and is completed, the
[4]cleanairgm.com website will be updated so that people know whether
their vehicle is impacted by the new plan.

 

In the event that the new plan involves a charging CAZ, in accordance with
the Transport Act 2000, any net revenues are generated from any proposed
CAZ Scheme would be applied to directly or indirectly facilitate the
achievement of the policies set out in the Greater Manchester Transport
Strategy 2040 in support of that Strategy’s vision for Greater Manchester
to have ‘world class connections that support long-term, sustainable
economic growth and access to opportunity for all’.
