Cattle Movement Testing Quarterly Statistics

Dear Department for Environment, Food and Rural Affairs,

On 4th February 2016, Defra published, as part of their 'Other Statistics', the 'Movement testing quarterly report statistics' information.

Within this spreadsheet it states that between 1 Jan - 30 Sep 2015, 362,693 specific pre-movement animal tests that have been carried out. Column 7 on this spread sheet states that 91% of cattle movements compliant with pre-movement testing.

My questions is, how many cattle movements were non-compliant with pre-movement testing as a number, not a percentage? How many cattle movements is '9%'?
