Someone is watching catchup tv via BBC iplayer on an unregistered smart internet enabled mobile telephone on an anonymous pay as you go tariff in the middle of nowhere with the location disabled.

In exactly the same way they'd confirm that a person was watching iPlayer programmes in the comfort of their sitting room - THEY CAN'T.

Pat, they are not going to provide a response.
Even if they did have it recorded, they'd find an excuse not to disclose it.
Take it from me, that the BBC has no way whatsoever of determining if a person watching BBC iPlayer has a valid TV licence. That's a fact. The BBC is not the CIA - it cannot tap wires, eavesdrop on private communications or intercept wireless networks.
What it can do, albeit in very limited and exceptionally circumstances, is use equipment to peer through people's windows in an effort to see if they're receiving TV programmes.
