Further to your recent request for information under the Freedom of
Information Act received on 17 November 2017, I am able to supply the
following information on behalf of Bury Council.

1. Bury Council uses a bespoke IT software system to record/manage social
care activities i.e. case management system for adult & children services.

2. Not applicable

3. Our current system covers all Children’s Social care data recording
e.g. Contacts/Referrals, CLA, CP, CIN, Adoption, CSE, Fostering etc

4. The current system and provider is Liquidlogic Childrens System (LCS)

5. The current system is on a five year contract

 

6. I have considered your request for information about the total capital
cost of purchasing or developing this software system and the Council are
refusing this request pursuant to Section 17 as the Council believes that
this information is exempt from disclosure under Section 43(2) of the
Freedom of Information Act, as it would prejudice or would be likely to
prejudice the commercial interests of the Council.  The disclosure of this
information would enable competitors to reproduce this work and therefore
benefit form that investment.  The application of this exemption also
requires a consideration of  what is known as ‘the public interest test’.
In relation to that, I am satisfied that the public interest in
maintaining the exemption outweighs the public interest in disclosure. The
reasons for this are as follows:

·         Disclosure of this information would not provide the public with
any useful information. 

·         Disclosure of this information would provide any potential
competitor with an unfair advantage should they wish to enter into a
tendering process.

·         Disclosure of the information would only benefit any competitor
to the council.

 

7. I have considered your request for information about the ongoing
development and maintenance costs since purchase (annually) and the
Council are refusing this request pursuant to Section 17 as the Council
believes that this information is exempt from disclosure under Section

The Council’s response to your request is as follows;

 

1, Yes, Bury Council uses a bespoke IT software system to record/manage
social care activities and is a case management system used By Adults and
Childrens Services.

2, N/A

3, Separate bespoke workflow systems for Adults and Childrens social care 
records. Process workflows follow the case through from contact to assessment, referral and ongoing
management of care provision where appropriate. Systems are currently
hosted locally on virtualised Windows Server/SQL Server platforms
and accessed by browser. 

4, The product name for the Adults Social Care system is Liquidlogic Adult
System. The product name for the Children’s Social Care system is
Liquidlogic Children’s System and both are purchased from the Company
Liquidlogic.

5, The Software system is purchased by a licensing agreement to use the
system and then the ongoing maintenance e is purchased on a annual basis.

6, The total capital cost of purchasing or developing this software system
is commercially confidential as such we are unable to disclose this
answer.

7, The ongoing development and maintenance costs since purchase annually
is commercially confidential as such we are unable to disclose this
answer.

8, The Structure of the technical team managing this software system is
that both Adults and Children’s services have a  IT system support team
that support all Children’s IT systems and Adults IT systems including the
Adults and Children’s social care system.
