I am writing to acknowledge your request for information which was

I need to ask you to explain something which is not clear in your
request.  Firstly, could you please elaborate on  “been in agreement” to
include agreement about what.  In addition, I do not understand who you
are referring to when you say “non professional non government worker” and
would be grateful if you could also elaborate – do you mean where we have
sought advise from a third party who is not an employee of the council or
authority we are investigating?  Please respond to
