Caring Solutions and MAPA training

Dear Cornwall Partnership NHS Foundation Trust,
I would like to request some additional information in relation to the external review that was commissioned by your NHS Trust titled -Education and Training in the Prevention and Management of Violence and Aggression in 2012.

1) Can you please confirm how much of the tax payers money was used to pay for this review and report, authored by Dr.C.Dale, T. Swan and Tony Thompson.
2)Can you please provide copies of any Trust governance report(s) that details the decision making process for choosing Caring Solutions, a private company to conduct this review.
3)Can you please provide copies of your statutory risk assessments, training needs analysis and costs/ benefits analysis that informed your decision to commission CPi to be your new provider of MAPA training.
4)Can you please confirm how much of the tax payers money was spent on making your previous MVA lead trainer redundant as a result of changes to a move to the new model MAPA.
5) Can you please provide copies of any Trust governance report(s)that details evidence of how service users were involved in the decision making process.

Dear Sue,
Thank you for your reply, but unfortunately you have not answered the specifics that relate to questions 2,3 and 4. I am fully aware of NHS procurement, but this should be informed by a transparent decision making process that has a clear audit trail of accountability. Therefore, just to reiterate I would like copies of the governance documents that I have already requested that validate where and how the decisions have been made to choose Caring solutions and Cpi. As a public body you have a duty to the tax payer to be open and transparent, particularly where significant financial sums are being spent. Furthermore, I find it quite astonishing that as an NHS Trust you have failed to involve service users in the consultation process.

It is now 1st April and I still appear to be waiting for a satisfactory response to my original Foi request which in all honesty was quite a simple set of questions. Does the Trust not keep accurate minutes of governance meetings ? Using local mental health services in Cornwall is quite frankly becoming a farce, which is certainly not being helped by the evident lack of urgency, transparency and willingness by Cornwall P to deal with my request. I am hoping you can prove me wrong of course.

I am writing to request an internal review of Cornwall Partnership NHS Foundation Trust's handling of my FOI request 'Caring Solutions and MAPA training'.

First and foremost I am absolutely astounded and insulted by the poor quality of response received, which reflects a somewhat blasé, closed and negative attitude. Is this the image the Trust wishes to convey to the public?
So the Trust has declined to disclose the amount of tax payers money spent on making the previous MVA lead trainer redundant, it has openly stated that service users were not involved in the decision making process of procuring the new MAPA training and it has not had the common courtesy to answer what
statutory risk assessments, training needs analysis and costs/ benefits analysis was conducted to support a decision to commission CPi. FACT: The Trust has not been able to provide the tax payer with any governance evidence that assures that the quality of this decision has been taken with due dillegence in an inclusive and considered manner and it is alarming and quite extraordinary that one single director would make such a big decision on his/her own about what is essentially a very emotive and complex subject.

I am hoping that this request for an internal review will give the Trust an opportunity to redeem itself and win back some public confidence in how it conducts its business activities through Foi responses.
