I am aware of a number of residents in your area who currently receive ILF. Naturally they and their families are very worried about the shortfall in funding that pays for carers who attend the assisted living homes. Will the council be providing the carers? Will the council be funding the carers? Will the carers who attend be regulars who will get to know the clients needs?

TRANSFER OF FUNDING FROM INDEPENDENT LIVING FUND TO LOCAL AUTHORITIES

The ILF will close by 30 June 2015 and will transfer monies to the Local Authority. They will continue to support their users until then.
The funding will not be ring-fenced by the government for Adult Social Care or specifically for ILF service users. However, Brighton and Hove City Council propose to use this funding to continue with existing ILF care packages, subject to individual review.
There are 40 people with ILF awards in Brighton and Hove and most of them are already in receipt of additional services from Adult Social Care. Only 3 people are not already receiving services and they will need to engage with the Council’s assessment system for the first time.
ILF have confirmed that they will calculate the amount of transfer funding based upon the current actual costs to them for service users in our area. They have confirmed that they will not fund the current user contribution element of any care package. This means a shortfall of funding for existing care packages. The transfer will be a payment within the general grant funding for the local authority and will cover the 9 month period 1 July to 31 March 2016. It is expected to be around £529,000 for the 9 month period.

Future Administration:

As people are used to receiving ILF funding through a Direct Payment into a bank account we propose to continue with this arrangement. We will liaise with the ILF, service users and their nominated representatives to ensure a smooth transfer of monthly payments.
BHCC is expecting to have a prepaid card system running for Direct Payments by July and it is anticipated that ILF payments will be made by the council using this method of funding.

All financial assessments will be reviewed under the council’s charging policy and in accordance with the new Care Act 2014 and will be taken into account when reviewing future care funding.
There will be further communications with all ILF service users in 2015 regarding the revised arrangements.
