I would like to a request under the FOI Act.

For the purposes of the Act, please take the date of your receipt of this request as 26th July 2017.

I am interested in your Care Information Exchange (CIE) system.

Please could you kindly provide me with the following information:

• Who is the data controller for the CIE database ?

• Are there any secondary uses (e.g. research, commissioning, population health) of data stored in the CIE database?

• A list of all the GP practices extracting and uploading information to the CIE

• The read code(s) that GP practices are advised to add to the electronic GP record when a patients expresses an objection, to their GP surgery (the data controller for the GP record), to their personal confidential information being uploaded to the CIE, so as to prohibit any such extraction and uploading to the CIE database

• A list of all the read codes which, when present in the electronic GP record, automatically prevent and such extraction and uploading to the CIE database. So, for example, whether the 93C1 (EMIS Web data sharing), 9Ndo (SCR optout), 93C3 (legacy SCR optout), and/or 9Nd1 codes automatially prohibit it.

• A list of all other organisations, other than GP practices, currently extracting and uploading clinical information about their patients to the CIE

I would be grateful if you would kindly acknowledge receipt of this request as recommended by the ICO (“It would be good practice to acknowledge receipt of requests and to refer to the 20 working day time limit, so that applicants know their request is being dealt with”).
