We cannot trace a response to your request below. Please accept the trust's sincere apologies if we did not send it to you sooner.

Thank you for your Freedom of Information request dated 06 January 2020, which has been handled under the Freedom of Information Act 2000 (FOIA).

Your request and our responses are as follows:

(1) What is the current carbon reduction strategy and policy for your Trust relating to transport used by staff? Please provide documentation of policy.

Our response: As part of the merger process involving this and two neighbouring trusts, a cross-group green or healthy travel plan is currently being developed. Consequently it is not yet possible to provide a copy or other related documentation.

(2) Is there a specific member of staff who leads climate change related policies and operation policies? Please provide name, title and contact details.

Our response: The responsibilities would be shared between the Head of Capital Projects and the Head of Sustainability. Please be advised that we do not release personal information of our employees below Board Level. Requests involving personal information regarding third parties are exempt from the Freedom of Information Act under Section 40(2) of that Act if the disclosure of the information would breach any of the Data Protection principles.

(4) What data has been collected that has measured the Trust's carbon footprint? Please provide documentation.

Our response: For transport: annual staff travel survey gives percentage of drivers and postcode data; HOTT tool is used to produce carbon footprint

Documentation cannot be provided as it contains confidential staff information. Under the terms of the Freedom of Information Act 2000, there are certain circumstances when Trust information will not be disclosed. In the case of your request regarding information collated as part of a staff survey, this information is exempt under Section 40(2): Personal Data.

The Trust is also obliged to adhere to the requirements of General Data Protection Regulation (GDPR) and the Data Protection Act 2018 (DPA) and avoid disclosure of information under the Freedom of Information Act which may lead to the identification of the individuals concerned. Accordingly, in order to adhere to best practice in maintaining patient/staff confidentiality the Trust does disclose documents that could lead to the identity of staff being revealed. Section 40(2) of the Freedom of Information Act 2000 (the ‘Act’) specifies that:

The personal information of a third party must not be disclosed if to do so would contravene any of the General Data Protection Regulation (GDPR) principles. Principle (a) ‘lawfulness, fairness and transparency’ states: Personal data shall be processed lawfully, fairly and in a transparent manner in relation to the data subject. This principle emphasises transparency for all EU data subjects. When the data is collected, it must be clear as to why the data is being collected and what the data will be used for.

(5) What training opportunities for staff are available relating to carbon reduction strategies?

Our response: No training is offered currently. However, energy-saving, recycling and waste-reduction programmes are in place, which are explained and promoted to staff via the trust intranet and published newsletters, etc. Cycle training and maintenance are also offered by a local council.

(6) Please supply a copy of your transport policy.

Our response: Please see our answer to question 1 above.

I hope that the response that the Trust has provided is satisfactory.
