Carbon literacy training for senior councillors and staff
Dear Vale of White Horse District Council,
Please treat this as a Freedom of Information/Environmental Information Regulations request.
I would like information about your council’s carbon literacy training in relation to climate action for the Council Climate Action Scorecards. This information may be held by the HR department or other departments that organise staff training.
In particular, please supply me with information relating to the following questions:
a. Have all senior management received carbon literacy training or equivalent since 1st January 2019? Please state the type of training.
b. Have all current councillors in the cabinet or committee chairs received carbon literacy training or equivalent since being elected? Please state the type of training.
This training could be from the Carbon Literacy Organisation or another organisation, university or in-house. We want to know the number of people who have attended the training. We don’t need to know the number of staff that have received a certificate of completion or attendance.

Dear Hannah,
Thank you for your requests for information under the Environmental
Information Regulations (2004), which were received by both South
Oxfordshire District Council (logged under 22/1238 SOUTH) and Vale of
White Horse District Council (logged under 22/1134 VALE). Please note
that the two councils operate as a shared service hence this joint
response.
Under Part 2 Regulation 5 of the Environmental Information Regulations
2004, you are entitled to information which is in the authority’s
possession or is held by another person on behalf of the authority unless
any exceptions apply (Part 3 Regulation 12). I have considered your
request and can confirm we do hold some of the information asked and I do
not believe any of the statutory exemptions apply to your request. Please
find below the information you requested (where available):
a. Have all senior management received carbon literacy training or
equivalent since 1st January 2019? Please state the type of training.
No, senior management have not received carbon literacy training or
equivalent since 1^st January 2019. However, since we declared a climate
emergency, all of the senior management team have reviewed and approved
numerous decisions about climate change, including our Climate Action
Plans, and therefore have a good level of carbon literacy.
b. Have all current councillors in the cabinet or committee chairs
received carbon literacy training or equivalent since being elected?
Please state the type of training. No, all current councillors in the
cabinet or committee chairs have not received carbon literacy training or
equivalent since being elected. However, since we declared a climate
emergency, members of the cabinet and committee chairs have reviewed and
approved numerous decisions about climate change, including our Climate
Action Plans, and therefore have a good level of carbon literacy.
Please treat this as the councils’ formal response. If you are not
satisfied with the decision I have made in response to your request, under
Regulation 11, you may make a request for an internal review within 40
working days of receiving this response by emailing

dissatisfied after following that procedure, you have the right to
