Carbon literacy training for senior councillors and staff
Dear Uttlesford District Council,
Please treat this as a Freedom of Information/Environmental Information Regulations request.
I would like information about your council’s carbon literacy training in relation to climate action for the Council Climate Action Scorecards. This information may be held by the HR department or other departments that organise staff training.
In particular, please supply me with information relating to the following questions:
a. Have all senior management received carbon literacy training or equivalent since 1st January 2019? Please state the type of training.
b. Have all current councillors in the cabinet or committee chairs received carbon literacy training or equivalent since being elected? Please state the type of training.
This training could be from the Carbon Literacy Organisation or another organisation, university or in-house. We want to know the number of people who have attended the training. We don’t need to know the number of staff that have received a certificate of completion or attendance.
I look forward to hearing from you in due course.
Yours faithfully,
Hannah Jewell, Climate Emergency UK

Dear Sir/ Madam,
Please accept our sincere apologies that you have not received a response to your FOI/EIR request. We note that you should have received a response on 13/02/2023. By way of explanation, Uttlesford District Council operates the devolved approach when dealing with requests for information we receive. This means that once the request is initially received by the FOI Team the request will then be forwarded onto the respective service area so that a suitable response can be supplied. This devolved approach ensures that officers who have the expert knowledge of their particular area can provide the necessary response.
Each service area has an appointed FOI liaison officer who is responsible for consulting with their individual teams and co-ordinating the responses from their service so that you receive your response on time. Other officers within the respective service with knowledge of the information sought in each case are then tasked with dealing with your individual request and are responsible for providing you with an update should there be any expected/unexpected delays and to give you the reasons why.
The department in charge of responding to you in this case is: Environmental Services.
The FOI liaison officer representing the above department has now been alerted to your concerns and has been blind copied to this email which acts as a hastener to ask for their immediate attention.
If you have not received a response to your request within 20 working days from the date you submitted your request, please let us know and we can chase the responsible department on your behalf once more. Alternatively, you may wish to pursue this through the Council’s complaints procedure by clicking here, please quote your FOI/EIR reference no. 23-020 when submitting your complaint. You can also submit your complaint by replying to this email and stating the reason for your complaint. However, if you do not receive a response to your complaint, you may wish to complaint directly to the ICO, contact details below.
If you are dissatisfied with a received response to your request, please let us know. If we are unable to resolve the matter quickly then you may wish to pursue this through the Councils complaints procedure and/or you can request for an Internal Review be undertaken.
