Dear Ms Jewell,
Thank you for your request of 16 January 2023 in which you asked for the
following information. Please find our response below in bold:
I would like information about your council’s carbon literacy training in
relation to climate action for the Council Climate Action Scorecards. This
information may be held by the HR department or other departments that
organise staff training.
This training could be from the Carbon Literacy Organisation or another
organisation, university or in-house. We want to know the number of
people who have attended the training. We don’t need to know the number of
staff that have received a certificate of completion or attendance.
The Climate Action team at Oxfordshire County Council (OCC) have two forms
of carbon literacy courses: Climate action training - an in-house
developed eLearning course, and Carbon Literacy training, delivered in
line with the Carbon Literacy Project’s training programme.
The in-house Climate action training is assigned to all staff through
e-Learning.
Currently 5,191 staff have completed this training.
The Carbon Literacy training has been developed through partnering with
the Carbon Literacy Project as an expanded form of training to seed
knowledge and expertise within the organisation. A pool of staff trainers
has been developed from across the organisation and sessions are currently
delivered to 12 learners per month to those interested or where there is a
business need.
134 staff have currently received Carbon Literacy training. Course dates
for a further 130 spaces are available by the end of this financial year
Plans are being prepared to significantly expand the Carbon Literacy
training, subject to approval of a business case for the new model. In
this new model, training is scaled up to apply for Silver accredited
status by end of financial year 2023/24. This would involve at least 15%
of the staff workforce (814) to be certified and accredited status
approved. The new model also aims to offer training to SMEs in
Oxfordshire, along with other key organisations and general public,
significantly expanding the scope of the training and result in much wider
engagement, skills, and opportunities for carbon reduction within the
county.
In particular, please supply me with information relating to the following
questions:
a. Have all senior management received carbon literacy training or
equivalent since 1st January 2019? Please state the type of training.
All staff have been assigned the mandatory Climate action training.
However, OCCs reports are not available for those who have assigned the
eLearning to themselves, therefore it is not possible to say with
certainty what numbers of the leadership team have completed this
training.
2 members of the Extended Leadership Team have undergone Carbon Literacy
training with 2 more booked on to courses to complete by the end of
2022/23. Opportunities to expand this to the rest of the management team
will be looked at in the development plan for expanded Carbon Literacy
training.
b. Have all current councillors in the cabinet or committee chairs
received carbon literacy training or equivalent since being elected?
Please state the type of training.
Carbon Literacy training for current councillors in the cabinet has been
booked for March 2023, with 7 out of 10 councillors having signed up at
the time of writing.
