Thank you for your request for information, which was received on 17 January 2023.
As this is a request for environmental information, it has been handled in
accordance with the Environmental Information Regulations 2004 (EIR). EIR is
broadly similar to the Freedom of Information Act, but specifically applies to
environmental information.
In response to your request, in which you sought the following information, we have
responded below.
Please note the Environmental Information Regulations (EIR) are for recorded
information. The information you have requested is not recorded information and
falls outside the remit of the regulations. Therefore, these points will be responded
to under Reg.9, advice and assist.
a. Have all senior management received carbon literacy training or equivalent since
1st January 2019? Please state the type of training.
Carbon literacy training has not been provided. However, multiple other forms of
training and awareness raising about climate change have been delivered across
the organisation, including directly to senior management.
A bespoke E-learning on climate change mitigation and adaptation was produced
for all staff members at Hampshire County Council in 2020. To date (19/01/2023),
1383 staff members have completed the e-learning.

Two climate change decision tools have also been formally adopted as a mandatory
component of the decision-making process, which can be viewed here:

Alliance (seclimatealliance.uk). Staff, including senior management, have also been
trained on how to assess the carbon emissions impact from their project and assess
how resilient their project is to climate impacts using two decision tools. This is
through lunchtime learning sessions, as well as the SharePoint resource. The staff
SharePoint site hosting the tools and associated guidance, has received 2,487
views since its launch in April 2021.
159 senior management staff have also been briefed on the climate change strategy
and programmes for mitigation and adaptation through two briefings delivered in
2021 and 2022 for the Hampshire Leaders Network. Updates were provided on the
climate change programme, including our targets, strategy, action plan and key
strategic programmes. Most recently, they were also informed about climate
resilience, what this means for Hampshire and what actions are being taken. The
sessions were concluded by outlining key areas for senior management to be
engaged and involved.
Departmental briefings have also been provided where requested to provide
management teams with more detailed information on how to embed climate
change – e.g., Highways, Traffic and Transport (2 workshops) Adult Services
workshop etc.
b. Have all current councillors in the cabinet or committee chairs received carbon
literacy training or equivalent since being elected? Please state the type of training.
This training could be from the Carbon Literacy Organisation or another
organisation, university or in-house. We want to know the number of people who
have attended the training. We don’t need to know the number of staff that have
received a certificate of completion or attendance.
Yes. Although not from the Carbon Literacy Organisation, a Member briefing was
delivered to inform councillors about climate change mitigation and resilience,
including what climate change means for Hampshire, what Hampshire County
Council are delivering, and how councillors can support this.
