Freedom of Information, Knowsley Metropolitan Borough Council

Dear Gloria

Freedom of Information request F2013-09-2170

We have looked into your request for information about Carbon Reduction
and Climate Change and our response is shown below:

1. I would like to know how many individuals (officials or councillors)
are wholly or in part formally (as in job title or job description) tasked
with the council's activities relating to climate change?

There is one officer who's post solely relates to climate change within a
wider Council Environmental Sustainability Service. Thereafter whilst not
specific in terms of job title / description the actions of many of the
Council's workforce contribute in part to addressing the climate change
mitigation and adaptation.  The portfolio of the Cabinet Member for
Leisure, Community and Culture includes the climate change agenda.

2. What steps does the council currently undertake annually to reduce its
carbon footprint?

The Council calculates its carbon footprint each year and reviews the
actions being undertaken to reduce carbon emissions.  The Council runs a
staff behaviour change programme each year in addition to a range of
projects to improve the energy and water efficiency of council buildings,
reduce staff travel, reduce fuel use in fleet vehicles and reduce waste.
For example the Council has fitted voltage optimisation to the main
council buildings, installed solar panels to its civic centre, provided
smarter driver training to staff, implemented a fuel management programme
and improved recycling provision.

3. Is the council signed up to any Climate Change Policies either locally,
nationally or internationally?

The Council signed the EU Covenant of Mayors and the Local Government
Association's Climate Local initiative in December 2012.  Prior to this we
signed the Nottingham Declaration on Climate Change in 2007.

4. What is the current annual spend / budget for Carbon Reduction across
the authority?

There is a £0.010m budget held by the Environmental Sustainability Service
for carbon reduction activities.  Many carbon reduction activities to date
have been funded on an 'Invest to Save' basis utilising either the
government's SALIX scheme or central council funding.  The funding for
these projects is then paid back from the savings made from reduced energy
use.

5. Please provide an up to date Carbon Reduction Policy
