Car parking fine data for tickets by Ceredigion Council

Dear Ceredigion Council,

I request the raw data set of parking tickets - both on and off-street - issued in the name of Ceredigion Council within the last twelve-month financial period broken down by: date, time, location, officer ID and gross income generated by parking fines.

I would like to know how many of the tickets are outstanding, how many were appealed and how many of those appeals were successful.

Please supply this as either xls or csv (spreadsheet) formats.

Ideally I would like the location unit to be 'street' and 'post code' but if this is not practical then under your section 16 duty to advise and assist I would expect you to contact me to discuss how you record this Geo-spatial data so that I may narrow my request in a way that works for both of us.

I would also ask that you provide detail about the recording processes of this parking information. E.g. what software is used? What data fields are used and what other data sets it links to etc. If the data schema is the easiest way of providing this data then I would be happy to receive that as part of your response.

Further to your email dated 11 October 2016, under the Freedom of
Information Act, Ceredigion County Council respond as follows:

 

·         Please see attached spreadsheet providing information related to
Penalty Charge Notice (PCN) including dates, locations and contravention
codes.  Unfortunately it is not possible to provide you with the time of
the PCN issued as the report available does not generate this information.

 

·         Under Section 40, subsection 2 of the Freedom of Information Act
2000, the Council is unable to release the ID of the Officer who has
issued the tickets as the information constitutes personal data which if
released would constitute a breach of the Data Protection Act 1998.  The
Officer ID is a sequence of numbers/letters which are worn on the
epaulette of the Enforcement Officers uniform. As the Civil Enforcement
team with Ceredigion is very small, an officer can easily be identified
from his/her ID number. Exemption 40 in the Freedom of Information Act,
allows us to withhold information if it is believed that disclosure would
cause damage or distress to the individual to whom it relates, which in
this case we believe it has the potential to do. Exemption 40 is an
‘absolute’ exemption, which means the Public Interest Test does not apply.

 

·         Gross income to date from PCNs issued in the 2015/16 financial
year was £116,968.32 – this does not include costs incurred in relation to
PCN issue and recovery.

 

·         As at 01 August 2016 there are 148 PCNs remain outstanding.

 

·         5 PCNs issued in 2015/16 to date have been appealed. 4 were Not
Contested by the Authority and 1 was Dismissed by the Adjudicator and
remains outstanding.

 

·         The Authority uses the Si-Log and Si-Dem software for PCN
management. This data does not link directly to any other data sets held
by Ceredigion County Council.  I can inform you that the data collected by
Civil Enforcement Officers can include a combination of the below, the
actual information will vary dependent on nature of contravention.
