Car parking fine data for tickets issued by Caerphilly Council

Dear Caerphilly County Borough Council,

I request the raw data set of parking tickets - both on and off-street - issued in the name of Caerphilly Council within the last twelve-month period (I am happy for this to be either financial year or calendar year) broken down by: date, time, location, officer ID and gross income generated by parking fines.

I would like to know how many of the tickets are outstanding, how many were appealed and how many of those appeals were successful.

Please supply this as either xls or csv (spreadsheet) formats.

Ideally I would like the location unit to be 'street' but if this is not practical then under your section 16 duty to advise and assist I would expect you to contact me to discuss how you record this Geo-spatial data so that I may narrow my request in a way that works for both of us.

I would also ask that you provide detail about the recording processes of this parking information. E.g. what software is used? What data fields are used and what other data sets it links to etc. If the data schema is the easiest way of providing this data then I would be happy to receive that as part of your response.

Thank you for your request for information received on the 24^th October
2016.  We have considered your request and enclose the following

We interpret your request to be concerning parking notices. Please see
attached reports for financial year 2015/16 to partially answer your
request.  Note we do not hold the information in the formats requested.
 
 
Note that the following codes are used within the report –
 

A Failure to display a valid parking ticket.
A* Face Down Ticket
B Parking longer than the period paid for.
C Parking other than wholly within
D Parking in a bay reserved for the
E Parking longer or returning sooner than
G Using the vehicle for the sale of articles.
I Driving for a purpose other than
L Speeding
O Parking where prohibited
T Use of car park for purposes other than
U Untaxed vehicle parked in Council Car

 
 
However on this occasion we cannot supply all the information you have
asked for. In respect of the remainder of your request, and in accordance
with Section 17 of the Freedom of Information Act 2000 this letter acts as
a Refusal Notice. 
 
The exemption applied is Section 40(2) – Personal Information.  For
further details on why this exemption applies please see the attached
document.
 
The information relates only to our off-street car parks. On-street
parking enforcement is the responsibility of Gwent Police.  Gwent Police
are also covered by the Freedom of Information Act.

We use Case Manager.net from Chipside to process and record parking
tickets.  The data fields are shown the attached reports.
