Car park charges at South Stack

Isle of Anglesey County Council did not have the information requested.

David Hinchliffe

Dear Isle of Anglesey Council,
Please can you give details of how you will guarantee that income raised from parking charges that RSPB will introduce at South Stack will be captured and applied in their entirety to car park maintenance, as required by the conditions of the permission to charge parking fees which have been allowed. I understand that this condition relates to one of the parking areas for which charges are to be introduced, in which case please make clear how income from different parking areas will be kept separate and / or in escrow pending audit or other verification that the income is complete

Yours faithfully,

David Hinchliffe

Dear Isle of Anglesey Council,

Thanks for your initial response. It seems, however, that there may me a measure of misunderstanding. I didn't ask for details of any conditions imposed by the council, rather the processes and procedures to be used to guarantee that money raised from publicly owned car parks would be applied solely for the upkeep and benefit of said public land.I refer to an email from your Property Department dated 1 February 2018 (timed at 10:06am) stating:

'The indirect benefits to the County Council are that the RSPB agree that the income generated from the pay and display car parks, excluding the visitor centre car park, shall be reinvested into the South Stack Reserve only, namely County Council property.'

Please can you therefore re-examine my request with this clarification in mind and respond accordingly. Thank you.

Yours faithfully,

David Hinchliffe

Dear Mr Hinchliffe,

Further to your email below, I have made enquiries and am advised as
follows:-

The Council is not aware of any specific process or procedure that
guarantees any income raised by the RSPB is exclusively used at South
Stack, other than the conditions of the lease agreement. The RSPB are
covenanted to manage the demise of the lease, but the specific means by
which they raise their income is not explicitly referenced.

I trust that this explains the situation.

Regards
